Position Summary

The Labor Compliance Specialist is responsible for ensuring company-wide adherence to state and federal labor compliance requirements for public works and Davis‑Bacon Act projects. This role manages certified payroll reporting, apprenticeship compliance, Skilled and Trained Workforce (STW) verification, and labor record‑keeping across multiple platforms, including LCPtracker, DIR eCPR, Elation, Surge, PRISM, and OCIP systems including subcontractors.

Essential Duties and Responsibilities

  • Prepare, review, and submit accurate Certified Payroll Reports (CPRs) via DIR eCPR, LCPtracker, Surge, Elation, and agency‑specific platforms.
  • Review contractor and subcontractor reporting requirements and procedures to ensure compliance with all federal, state, and local laws governing prevailing wage.
  • Ongoing review of wage compliance and requirements in all stages of a contract's lifecycle.
  • Collect, maintain, and organize documentation for CPRs, STW certifications, apprenticeship records, and related compliance reporting for EGP and all subcontractors along with sub‑tiers.
  • Monitor and verify Skilled and Trained Workforce (STW) requirements, including journeyperson certification tracking and workforce hour documentation.
  • Submit and track apprentice dispatch requests, training contributions, and ratios per California Labor Code and project‑specific apprenticeship mandates.
  • Validate subcontractors have an approved apprenticeship program with certified apprentices registered to the program.
  • Perform regular internal audits of payroll records and subcontractor submissions for wage rate accuracy, worker classification, and compliance documentation.
  • Accurately report certified payroll to ensure we are complying with local, state, and federal laws, including non‑preforming weeks.
  • Conduct subcontractor audits of submitted documents for accuracy and compliance.
  • Verify resubmission of restitution documents requiring subcontractors to pay restitution for underpayment of wages.
  • Provide regular compliance updates and reports to leadership, summarizing CPR status, apprenticeship utilization, and STW metrics.
Project & Subcontractor Coordination
  • Coordinate with project managers, subcontractors, and clients to ensure timely submission and accuracy of labor compliance data.
  • Onboard subcontractors by providing guidance on CPR, apprenticeship, and STW requirements; offer training onilang) systems such as DIR eCPR, LCPtracker, and Surge.
  • Serve as the primary contact for government agencies, prime contractors, and auditors regarding compliance matters, audits, or inspections.
  • Manage work site preforming weeks using LCP Tracker and an internal project tracking spreadsheet to ensure all subcontractors are reporting accordingly.
HR & Administrative Support
  • Advises HR leadership on a broad range of HR‑related federal and state regulatory and compliance matters, including advising new developments in compliance, identifying areas of risk, and making suggestions for improvement.
  • Process payroll, bonuses, fringe benefits, and compensation items as they relate to compliance.
  • Update and maintain proper employee wages, personal rezultat and payroll information in our HRIS systems and compliance portals.
Position Requirements

Education and Experience
  • Associate degree or equivalent education required.
  • Bachelor's degree with emphasis in Human Resources preferred.
  • 3‑5 years of experience inамыз labor compliance for California public works and/or Davis‑Bacon projects.
  • In-depth knowledge of prevailing wage laws, DAS 140/142, apprenticeship standards, and STW mandates.
  • Proficient in platforms such as L greatness tracker h3, DIR eCPR, Surge, Elation, PRISM, and OCIP systems at an administrative level.
  • Attention to detail, strong time management, problem‑solving and organizational skills required; ability to take initiative, set priorities and see projects through to completion.
  • Bilingual (Spanish‑English) preferred.
