Have an eye for detail, a knack for problem-solving, and a passion for your community?

We have a job for you!

The City of Carmel is looking for a Code Enforcement Inspector to help maintain the safety, appearance, and quality of life that makes our community a great place to live, work, and visit.

From investigating property concerns to working with residents and businesses to find solutions, you'll play an important role in keeping Carmel at its best. This is a great opportunity for someone who enjoys working independently, navigating challenges, and making a visible difference in their community.

What You'll Do

No two days are quite the same! You'll spend time in the field, investigate concerns, work with property owners, and help ensure City codes and ordinances are followed.

You'll also:

  • Inspect properties and investigate potential violations of City codes, zoning ordinances, and property maintenance standards.
  • Respond to complaints, conduct site visits, research property information, and document findings.
  • Work with property owners, tenants, and contractors to explain requirements, resolve concerns, and encourage voluntary compliance.
  • Issue violation notices and legal orders, monitor compliance deadlines, and conduct follow‑up inspections.
  • Coordinate with City departments, including Police, Fire, and Engineering, to address community concerns.
  • Assist with resolving smaller property maintenance issues, including hands‑on remediation when appropriate.
  • Prepare enforcement documentation and provide testimony at court proceedings or public hearings when necessary.
  • Maintain accurate records using the City's complaint management system.
What You Bring

We're looking for someone who can balance attention to detail with good judgment, clear communication, and a solutions‑focused approach.

You'll need:

  • High school diploma or GED.
  • Two years of experience in code enforcement, construction or building inspection, planning and zoning, law enforcement, or customer service.
  • Ability to interpret and apply City codes, ordinances, and property maintenance standards.
  • Strong communication skills, including the ability to navigate difficult conversations professionally and de‑escalate conflicts.
  • Good organizational skills and comfort using computers, databases, and related technology.
  • Ability to work independently, investigate concerns, and make sound decisions.
  • Valid Indiana driver's license.
  • Ability and willingness to obtain an International Code Council (ICC) Property Maintenance Housing Inspector certification.

Equivalent combinations of education, training, and experience will be considered.

This position involves fieldwork in varying weather conditions, moderate physical activity, occasional after‑hours inspections, and availability for emergency callouts.

Why Carmel?

At the City of Carmel, code enforcement is about more than identifying violations. It's about protecting neighborhoods, finding solutions, and helping our community continue to thrive.
