Plan Examiner

City of Bullhead City is seeking a grade‑class Plans Examiner to review and coordinate building construction plans and specifications for compliance.

• Review construction documents for residential, commercial and industrial projects.
• Consult with homeowners, builders, engineers and architects to interpret codes.
• Recommend changes and review corrected plans.
• Conduct onsite inspections to confirm compliance.
• Prepare correspondence for correction of plans.
• Advise inspectors on structural issues.
• Coordinate plan examination processes with City departments.
• Monitor changes to legislation and recommend code updates.
• Perform public counter duties and other assigned tasks.

• Associate degree in engineering, construction technology or related field and at least 2 years experience similar to this role.
• Current driver's license.
• ICBO or ICC Plans Examiner Certificate at time of hiring.
• ICC Combination Plans Examiner or Combination Inspector with Plans Examiner Certificate within 12 months.
• Incident Command System (ICS) 100/200 within 6 months; acquire a claim intersection 300 as soon as available.

• Plans examination techniques.
• Structural, plumbing, electrical and related construction knowledge.
• Understanding of applicable codes, ordinances and safety standards.
• Analytical and engineering principles in design solutions.
• Ability to evaluate plans and reach conclusions.
• Strong written communication, report writing and correspondence.
• Customer‑service skills when dealing with the public and stakeholders.
• Emergency management and post‑emergency assessment.
• Training ability and proficiency with Microsoft Office.

Receives general supervision, with work‑methods outlined and frequent reviews to ensure compliance.

• Office setting, ability to sit for extended periods.
• Lift up to 20 lbs, traverse various terrains on construction sites.
• Operate motor vehicle for site travel.

• Licenses and certificates must remain active without suspension.
• Must complete incident command training and may be required to work during emergencies.
• Background check and drug screen; employee pays fee.
