Role

The UXO Safety Officer works as a lead UXO safety specialist on site.

A candidate must have at least 10 years EOD/MEC experience if an EOD school graduate, or 13 years if a graduate of a UXO Technician I school. There are other time and experience level requirements associated with this position. Reference DoD TP 18 dtd 24 June 2020.

Responsibilities

In accordance with Department of Defense Technical Paper 18, a SUXOS must:

  • Meet the criteria for, and perform the functions of, a UXO-TIII, UXOQCS, and UXOSO.
  • Ensure compliance with a DoD Military Service- and/or DDESB-approved site plans.
  • Plan, coordinate, and supervise all on-site munitions response and operational range clearance activities.
  • Supervise up to ten UXO teams.
  • Assist in the development of required plans (e.g., health and safety plans).
  • Review all field reports (e.g., daily reports, audits) and approve UXO team reports.
  • Evaluate the risk of movement of UXO or DMM within an MRS or operational range with the UXOSO, and provide approval for movement by a UXOT when the risk of movement is determined to be acceptable.
UXO‑TIII Responsibilities

UXO‑TIIIs must be able to:

  • Meet the criteria for, and perform the functions of, a UXO‑TI and UXO‑TII.
  • Supervise and perform on‑site destruction or demilitarization of MEC in place or at a consolidated detonation site. This includes determining where and when it is safe to initiate destruction and when engineering controls are required to mitigate the effects of a detonation.
  • Implement an explosives storage plan in accordance with applicable guidance.
  • Prepare administrative reports required for munitions responses (e.g., daily UXO team report), operational range clearance activities, and similar operations.
  • Develop and implement standard operating procedures and work plans for munitions responses and operational range clearance activities.
  • Assist in the preparation of risk and hazard analyses.
  • Conduct daily site safety briefings.
  • Supervise MEC‑related activities performed at a site.
  • Determine if MDEH, which is not known or suspected to be UXO, is safe to ship and properly documented for transport over PTRs in accordance with Technical Bulletin 700‑2, Naval Sea Systems Command Instruction 8020.8C, Technical Order 11A‑1‑47.
  • Package military munitions, commercial explosives, and MDEH that has been determined safe for transport over PTRs.
  • Serve as the UXO team leader.
UXOQCS Responsibilities
  • Develop and, on approval, implement the project’s quality control (QC) plan for MEC‑related activities in accordance with applicable requirements.
  • Conduct and document QC audits of MEC‑related activities for compliance with applicable requirements.
  • Identify, document, report, and ensure completion of corrective actions to ensure MEC‑related activities are in accordance with applicable requirements.
  • Ensure compliance with DoD Military Service- and/or DDESB-approved site plans.
  • Prepare QC reports.
UXOSO Responsibilities
  • Develop and, on approval, implement explosives and health and safety plans and programs in accordance with applicable DoD, federal, State, and local requirements.
  • Ensure compliance with DoD Military Service- and/or DDESB-approved site plans.
  • Analyze the potential risks (e.g., operational, explosives safety, general safety) associated with MEC‑related activities and develop and implement required mitigating measures.
