Description

Under limited supervision, responsible for performing the inspections of residential and non-residential buildings and structures in all stages of construction, alteration, and repair to ensure compliance with applicable State and local regulations/codes; enforces building, plumbing, electrical, mechanical and safety codes, laws, regulations and standards, and any other codes adopted in Carson City Municipal Code Title 15.

Examples of Duties
  • Inspects residential and non-residential building construction, alterations, repairs and demolitions; ensures compliance with applicable codes, ordinances and regulations.
  • Performs safety and structural evaluations of buildings following disasters and complaints.
  • Notes deficiencies and deviations from plans; issues notices of code violations and/or may confer with the Building Official on more serious problems and disagreements.
  • Coordinates inspection activities with other City departments, public and private agencies.
  • Responds to requests for information; provides technical information to City staff as required; provides assistance to the public.
  • Reviews plans and specifications of projects; interprets City codes, notices of violation, occupancy certificates, and work stop orders.
  • Provides information and responds to inquiries from contractors, property owners, City staff, business owners and the general public regarding assigned inspections.
  • Performs code enforcement of the codes enforced by the Community and Economic Development Department.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Documents and maintains accurate records of inspections, actions taken and regulatory efforts; prepares written reports and correspondence and issues notices to correct code violations.
  • Performs public counter duties as assigned.
  • Develops and maintains knowledge of construction technology, methods and materials; updates code knowledge through regular training sessions.
  • Represents the City with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Requirements listed below are representative of the knowledge, skill, and/or ability required.

Education And Experience

Two (2) years of college coursework in construction, pre‑engineering, or a field related to the work, OR completion of a recognized apprenticeship in a recognized trade; AND two (2) years of journey‑level experience in a trade; OR an equivalent combination of education, training and experience.

Required Certificates, Licenses, And Registrations
  • Valid Driver's License.
  • Valid International Code Council (ICC) in Residential and/or Commercial Building Inspection (combination, electrical, plumbing, or mechanical) highly desirable.
  • Occupational Health & Safety Training certification or ability to obtain within six (6) months of hire.
Knowledge Of / Required Knowledge and Skills
  • Principles, practices, codes and regulations related to building inspection.
  • Procedures for documenting inspections, correcting violations and carrying through on court procedures as required.
  • Concepts, materials and terminology related to building construction.
  • Applicable codes and regulations.
  • Computer applications related to the work.
  • Business and engineering mathematics.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with the public, in person and over the telephone.
  • Interpreting and applying appropriate methods, practices, procedures, codes and regulations to building inspection.
  • Interpreting construction plans, specifications and related documents.
