Direct City building and related plan review and permit issuance activities. Make definitive decisions regarding building permitting and inspection matters. Responsible for supervising, coordinating, and directing a comprehensive program providing for the permitting and inspection of structures and the enforcement of the City’s building codes.

- Provides expert professional assistance in areas of expertise obtained through education, experience, and certification as an International Code Council (ICC) Certified Building Official.
- Serves as the City’s Building Official; develops safety and construction codes to meet the needs of the City within the parameters of local, State and Federal guidelines.
- Interpret, apply, and explain complex rules, regulations, laws, and ordinances; provide updated interpretations of codes and regulations.
- Ensure uniformity in code applications.
- Analyze, review, and prepare code amendments while considering alternative methods to the building code.
- Stay informed about current regulations, code changes, legislation, new building materials, and construction techniques.
- Performs building inspections and reviews plans and specifications for projects as required. Notes deviations from plans; issues notices of code violations, occupancy certificates, and stop work orders; makes determinations regarding the withholding of building permits.
- Supervises and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff for proper operational coverage.
- Train staff in building inspection, plan review, and permit issuance techniques. Select and motivate personnel while supporting their professional growth.
- Oversee and manage activities and programs to ensure compliance with federal, state, and city codes and regulations governing building construction, rehabilitation, alteration, use, and occupancy.
- Assist the Community and Economic Development Director in preparing and managing the Division's budget.
- Provide staff resources, deliver oral presentations of ideas and recommendations, and offer professional testimony for various boards of appeal. Also, provide leadership and support to other committees, commissions, or boards, either directly or through professional staff. Offer complex technical assistance and staff leadership to others. Reviews reports and recommendations prepared by staff to ensure accuracy and compliance.
- In coordination with management, confers with legal counsel, Board members and others regarding possible code changes; recommends and drafts code changes, ordinances and regulations regarding building construction issues.
- Confers with and represents the City in meetings with architects, engineers, developers and property owners and various groups and associations regarding codes, regulations and standards.
- Oversee the preparation of detailed written materials, including staff and administrative reports, memoranda, correspondence, analyses of code enforcement policies, proposed code amendments, changes to programs and policies, and other documents.
- Participates in a variety of project development meetings; serves on committees and task forces with multi-departmental implications, and conducts and oversees special assignments and projects from management.
- Develop and lead damage assessment post-emergency.
- Provide structural plan reviews for proposed public and private structures as needed.
