Job Description for the Director - Strategic Recruitment and Grant Initiatives role at Cartersville-Bartow County Chamber of Commerce.

Georgia Highlands College is a multi-campus, state college member of the University System of Georgia. The position directs efforts to recruit adult learners, transfer students, and those impacted by for-profit colleges into Georgia Highlands College 4-year degree programs, particularly through the use of grant funding and strategic partnerships. The role supports grant writing and development efforts to expand outreach, strengthen partnerships, and enhance adult learner initiatives across Georgia and neighboring states.
Responsibilities- Understand, support, and carry out the college's mission, vision, and values and comply with mandates and regulations of government and accrediting bodies.
- Recruitment Planning/Development:
Develops and implements innovative recruitment strategies and outreach plans aligned with the GHC strategic enrollment goals to attract adult learners, transfer students, military-connected students, and students impacted by for-profit institutions. - Conducts research on student demographics, competitive landscape, and recruitment trends to inform strategic planning.
- Promotes bachelor's degree programs tailored to working adults and career changers, with a focus on flexibility, affordability, and career alignment.
- Leverages the border state tuition waiver to recruit in surrounding states.
- Leads recruitment outreach events including open houses, information sessions, one-on-one interviews and student success sessions with prospective students and parents to provide information about GHC, admissions processes, and policies and procedures.
- Ensures representation of GHC at recruitment fairs and community events appropriate for recruiting students.
- Tracks application, admission, and enrollment-related data to develop and improve prospective student services and support practices that align with best practices.
- Relationship Building, Collaboration and Communications:
Establishes relationships with schools/partners in targeted geographic areas to develop referral pipelines and identify potentially specialized cohort initiatives. - Collaborates with internal and external stakeholders to identify, analyze, and continually improve recruitment policy/practices that impact access to academic programs for prospective students.
- Collaborates with GHC Institutional Recruitment and Marketing to develop marketing materials and campaigns for program promotion and continual improvement of school branding for adult learners and returning students.
- Regularly reports recruitment status updates to the executive leadership team.
- Develops and implements effective communication strategies to reach prospective students and families.
- Funding/Grants:
Identifies and evaluates funding sources, supports staff in pursuing opportunities, and oversees the grant proposal process from development to submission. - Collaborates across the institution to write and submit competitive grant proposals to federal, state, and private funders.
- Assists in writing impact statements and collecting outcomes data related to grant-funded recruitment initiatives.
- Tracks grant opportunities and maintains documentation on funding prospects and applications.
- Supports the development of proposals for partnerships with local employers, workforce agencies, and community organizations aimed at supporting returning students.
- Pre-award compliance, developing internal processes, providing training, and monitoring post-award functions such as budgets and reporting.
- Manages grant data documentation, reporting on submissions and awards, and analyzing data.
- Serves as a liaison with grantors and external partners for fostering relationships and enhancing funding.
- Budget, Data Reporting and Analysis:
Manages the recruitment budget and resources effectively, monitors enrollment trends, analyzes data, and adjusts recruitment tactics based on effectiveness and institutional goals. - Performs other duties as assigned.
- Master's degree in business, communications, education or related field from an accredited institution.
- Minimum five (5) years progressive leadership experience in recruitment and grant management or fund development in higher education.
- Proven record of significant experience in college student recruitment, admissions, adult education, workforce development, or related fields.
- Experience working with students impacted by for-profit colleges or student loan debt.
- Familiarity with grant funding sources, public and private.
