The Budget Manager manages the day-to-day financial operations of the F&A Budget Office and provides support to the Vice President of Finance & Administration (VPFA). This position provides budget analysis and support for F&A staff. Additionally the Budget Manager is responsible to inform staff and administration of items affecting the Business office/function and to manage the day-to-day financial operations of the Budget Office.
The position performs varied budget/accounting duties, maintains strict confidentiality, and makes independent judgments and procedural decisions. The role is an on‑site position and supervises student and casual labor employees.
- Understand, support, and carry out the college's mission, vision, and values and comply with mandates and regulations of government and accrediting bodies.
- Manage and monitor the reconciliation of general ledger accounts, financial affairs, funding sources, personnel funding, departmental expenditures, and reimbursements; approve expenditures based on available funding.
- Approve all college petty cash transactions from a budgetary perspective.
- Create and key budget journals.
- Assist with the planning, monitoring and management of financial operations and ensuring compliance and alignment with mission, values, goals, objectives and local, state, and federal laws and regulations.
- Review budget reports, assist with the management of financial operations and implement and allocate resources following budget approval.
- Review monthly budget reports in conjunction with revenue fluctuations, track revenue, research potential revenue generation opportunities.
- Serve as a back‑up for Business Office operations during high volume times.
- Serve as a liaison within the College and with consumers, outside agencies, contractors and vendors to respond to inquiries and provide information on available resources and services.
- Analyze actual expenses; maintain systems related to budgetary control; prepare management reports, budget amendments, and financial analysis.
- Attend monthly administrative meetings; record and transcribe minutes; post and file minutes.
- Create and maintain new and existing position data in USG HRIS and provide position numbers and job codes to Human Resources for recruitment of approved positions.
- Oversee the Resource Committee and serve other college committees.
- Serve as a backup to auxiliary units for bookstore and coffee shop operations.
- Handle special projects and provide administrative support for the VP of Finance and Administration.
- Perform other duties as assigned.
- Bachelor's degree in a related field; salary commensurate with experience.
- Two to four years of experience in a similar budgeting or financial management position.
- Valid driver’s license; willingness to drive to other campuses.
- Knowledge of generally accepted accounting principles.
- Knowledge of college and university system policies and procedures.
- Skill in delegating responsibility and authority.
- Skill in the operation of computers and job‑related software programs.
- Skill in decision making and problem solving.
- Skill in interpersonal relations and dealing with the public.
- Skill in oral and written communication.

Annual Salary: $60,000.00 (Full time, fully benefitted position with State benefits).
