Basic Function
Oversees and ensures compliance with Process Safety elements of OSHA Process Safety Management (PSM) Regulatory Standard. Provides leadership, directs and continuously improves plant-wide Process Safety programs and culture.
Job Duties- Supervise Process Safety Team.
- Coordinate Process Hazard Analysis (PHA) activities including team selection, document preparation, budgeting and scheduling.
- Ensure all PHA recommendations are vetted through the Refinery Management Team. Facilitate assignment to a responsible employee with due dates for completion. Communicate the recommendations and person responsible to all affected personnel.
- Review all Process Safety Events and associated incident investigations.
- Participate in risk assessment review meetings that support the refinery risk register.
- Work with Corporate Process Safety and Refinery Leadership Team to develop or revise Corporate and site Process Safety procedures and programs to ensure compliance with government regulations, and industry standards.
- Monitor industry trends to assure that the Refinery is aligned with industry best practices.
- Coordinate MOC workflow to ensure compliance and changes are being managed proficiently.
- Review all start up assurance documentation for completion and document appropriately.
- Track and assist assignees to complete all open PSM items on time or in a timely manner.
- Oversee Process Safetyaudits and provide support during Health and Safety audits.
- Act as a Process Safety champion, promoting a strong process safety culture within the organization.
- Provide Technical Safety Hazard review for HAZOP studies, MOCs, PSSRs.
- Provide ownership of flare system Process Safety Information including, engineering review of relief valve calculations, and associated process safety information such as heat and material balances.
- Coordinate and track flare and relief system improvements.
A minimum of eight years of experience in refinery, manufacturing, process safety, engineering assignments or equivalent required.
Education LevelBachelor's Degree in Engineering or equivalent related work experience and appropriate technical skills in lieu of degree required.
Required SkillsWorking knowledge of PSM and ability to apply this knowledge. Self-starter with initiative to work toward refinery goals. Good general knowledge of Refinery Operations. Ability to effectively communicate with others, both written and verbal communication, interpersonal skills and a team player. Open minded and willing to accept change. Good presentation skills and ability to lead classes. Basic computer skills with ability to learn new programs quickly and proficiently.
Advanced reading and writing skills, and ability to perform intermediate mathematical calculations.
Will direct and lead the work of the PSM Department.
Work ConditionsOffice and field based with travel required up to 10% of the time by land or air. Subject to varying road and all weather conditions. At times, required to work in petroleum refinery environment and out of doors.
