About Castle Rock Water

Castle Rock Water provides drinking water, sanitary sewer, and storm drainage systems for the Town of Castle Rock’s more than 80,000 residents and businesses. The Town is one of the fastest‑growing and most sought‑after communities in Colorado and it’s consistently ranked among the best and safest places to live in the State. Castle Rock Water is a national leader in the water industry, recently expanding its infrastructure to accommodate reuse water, implementing progressive conservation measures and implementing legacy stormwater projects.

Whether managing water treatment at the award‑winning plant, maintaining the $730 million in infrastructure, or ensuring and protecting long‑term water, Castle Rock Water has many opportunities available to learn and grow with the organization.

Essential Duties and Responsibilities
  • Provides project support and project management for water resources related projects such as surface water diversion structures, pumping systems, transmission pipelines, well drilling and equipping, well rehabilitation, well replacement or abandonment, aquifer investigation studies and assessments, and well optimization studies.
  • Manages facility design and improvements, reviews engineering plans and technical specifications, develops general scopes of work, cost estimates, project schedules; coordinates and administers professional services and general construction contracts; supervises and facilitates facility construction and manages budget and warranty items. Obtains applicable permits and coordinates work items with Town staff, consultants, utilities, State and Federal agencies, stakeholders and contractors. Addresses public and private concerns.
  • Provides information and mapping for master planning and project specific needs. Provides near term and long range planning, input for systems needed to support new development, and provides implementation of systems. Utilizes knowledge of existing utilities infrastructure to determine connectivity and facility requirements for future development.
  • Manages water resources infrastructure related programs, well rehabilitation and re‑equipping of inoperative wells. Evaluates condition of existing infrastructure through analysis of historical and operational data. Evaluates pump curves and selects replacement pumping equipment. Determines and implements corrective measures.
  • Develops and prepares requests for proposals, evaluates consultant and contractor submittals, and recommends award of contracts to upper management. Facilitates design and construction progress meetings, reviews contractor submittals and processes invoicing, pay requests and reviews project change orders.
  • Recommends policy changes necessary to advance the needs of the Water Resources program.
  • Graphs and analyzes data to monitor regional trends in water level for evaluating groundwater aquifer performance and overall system analysis. Utilizes data and makes recommendations for timing of new water supply projects.
  • Assists in evaluation and acquisition of prospective Town water rights; coordinates with special water counsel through settlement and court proceedings to change and use water rights; and coordinates with the Castle Rock Water Commission on water rights issues.
