Preconstruction Manager – Mechanical, Electrical & Public Health – Yorkshire & North East
We are looking for an experienced and driven Preconstruction Manager – Mechanical, Electrical & Public Health (M&E) to lead integrated bids across a range of sectors including Education, Health, Commercial, Leisure and Custodial.
This is a key role responsible for delivering high-quality, competitive submissions that balance client requirements with legal, commercial and operational risk, while achieving target margins. You will work collaboratively with consortium partners, in‑house operations, estimating, design technical management teams and specialist advisers to develop winning proposals.
A particular focus of this role will be supporting the growth of our Yorkshire and North East (YONE) region, developing both the external and end‑user market and strengthening relationships with internal and external clients.
What you will be doing- Lead and manage the full bid process from project launch through to financial close and handover.
- Act as the single point of accountability for each bid, ensuring collaboration across all stakeholders.
- Develop innovative and competitive M&E proposals aligned to client and consortium requirements.
- Plan and manage bid programmes, systems, design integration and cost monitoring.
- Coordinate inputs from internal teams, external consultants and consortium partners to deliver high-quality tender documentation.
- Prepare and contribute to technical and commercial submissions.
- Contribute to cost planning and detailed estimates to support commercially robust and competitive solutions.
- Manage client relationships, acting as a senior point of contact where required.
- Support negotiations with consortium partners and clients.
- Oversee resource requirements for bids, including identifying and coordinating external consultants (appointments managed by the National/Regional Design Manager).
- Support the transition from bid to construction, providing advice on agreements, procurement, design and variations as required.
- Promote best practice, innovation and added value in all submissions.
- Support Business Continuity Planning within your role and ensure team awareness.
- Have experience in leading proposals for Mechanical & Electrical projects.
- Able to contribute to cost plan production and estimate detail to assist with commercial, competitive, and innovative bid solutions.
- Good analytic, numeric and literacy skills.
- Ability to produce tender project method statements, programmes, prelim overhead analysis, risk schedules (technical and commercial), in liaison and with support from other departments.
- Ability to work under own initiative, self‑manage tasks & people to tight deadlines while contributing to a multi‑disciplined design, sustainability & work‑winning team.
- Good people skills, communication skills and positive team spirit, strong technical & engineering background, with the ability to provide customer management.
- Able to present and discuss proposal negotiations with consortium partners, clients and their representatives with well developed commercial and presentation skills.
- Excellent communication skills, organisational skills and to be a team player.
- Good knowledge of Mechanical & Electrical Services Design operation of building services & Cost elements with an understanding of value for money analysis, market testing, value engineering and sustainability matters.
- Experience of working with clients at a senior level.
- Good understanding and knowledge of Bid Management, quality control systems and environmental procedures.
- Display constructive leadership in support of customers bid strategies.
- Well developed entrepreneurial skills with the ability to contribute towards innovation & best practice.
- Keen sense of opportunity and the ability to accurately assess ‘Added Value’ for the customer over Risk.
