Director, Employee Relations & Equity
Community College of Baltimore County invites qualified professionals to apply for the role of Director, Employee Relations & Equity. This position provides departmental leadership, manages and performs professional administrative work in support of employee relations and equity for the college.
Pay Range$97,139.00/yr – $/yr (actual pay determined by skills and experience)
Class DescriptionThe purpose of this position is to provide departmental leadership, manage and perform professional administrative work in support of Employee Relations and Equity for the College.
Minimum Requirements- Master’s degree in Human Resources or related field.
- Seven (7) years of recent experience in Employee Relations, including a minimum of three (3) years of staff supervision.
- Experience managing Human Resources Management and Labor Relations.
- Demonstrated experience investigating and adjudicating Title VII, Title IX, and ADA‑related complaints and issues.
- Knowledge of all federal and state laws and regulations regarding Employee Relations, EEO/AAP, and record maintenance/retention.
- Experience working with labor unions.
- Current PHR, SPHR, SHRM‑CP or SHRM‑SCP preferred.
- Prior experience in higher education preferred.
- Oversee the Employee Relations, Labor Relations, and Equity section by developing and implementing strategies, policies, and programs aligned with CCBC’s strategic goals.
- Provide guidance to HR business partners on complex, specialized, and sensitive questions and issues.
- Develop HR directives and procedures in accordance with internal policies and applicable regulations.
- Coordinate and direct the affirmative action and equal opportunity plans, maintaining integrity to CCBC’s core values.
- Ensure compliance with federal and state employment, labor relations, and benefits laws.
- Monitor changes in labor laws and update policies and procedures proactively.
- Analyze key employee‑relations metrics and recommend improvement initiatives.
- Support organizational changes, including restructuring and layoffs, through proactive planning and transparent communication.
- Build strong relationships and foster trust across the college.
- Advise leaders and supervisors on performance management, conflict resolution, disciplinary actions, and related matters.
- Counsel employees on performance, career paths, and workplace concerns.
- Interpret and apply policies, procedures, and collective bargaining agreements for dispute resolution.
- Coordinate communication for disciplinary actions and grievance responses.
- Act as a neutral mediator in disputes between employees and management.
- Serve as designee/Equity Officer in the employee grievance process.
- Manage the college’s telework program, ensuring consistency and equity.
- Identify potential employee relations issues and develop prevention strategies.
- Oversee the employee exit process, collect and analyze exit data, and address concerns.
- Manage investigations and adjudication of complaints involving faculty and staff related to harassment and discrimination.
- Conduct or supervise investigations of violations of non‑discrimination, equal opportunity, or affirmative action policies.
- Supervise audits and preparation of reports required by federal, state, and local agencies.
- Collaborate with the Director of Benefits on ADA accommodations and reasonable accommodations.
- Collaborate with the Employee Assistance Program to refer employees in need of personal or financial assistance.
- Provide basic HR inquiries and services to staff and the general community.
- Provide training and support to managers and employees on employee‑relations matters.
- Develop training, organizational development, and other HR initiatives.
- Facilitate workshops for supervisors and staff based on HR priorities and employee needs.
- Represent HR at CCBC functions as a subject matter expert.
