Associate Director - Program Manager (Value Stream Leader) - Connected Battlespace Emerging Capabilities (CBEC) (Onsite)

The Emerging Capabilities portfolio within Connected Battlespace (CBEC) seeks a Program Manager to lead both internally and externally funded R&D programs. The PM will manage profit & loss, drive pursuit and proposal efforts within the Systems & Test community, build cross‑functional teams, and create technology roadmaps to transition solutions to business units. Focus areas include Communications, Datalinks, Networks, Waveforms, Apertures, and Real‑Time Data Dissemination.
Key Responsibilities- Lead and manage multiple external program efforts and internally funded technology programs concurrently.
- Direct cross‑functional teams across local and remote locations.
- Lead the business strategy and vision for the Integrated Network Systems of Systems Critical Technology Area (CTA) and coordinate technical efforts across level‑5 PMs.
- Prioritize and recommend externally funded pursuits and IRAD efforts in collaboration with Business Development and Engineering.
- Own pursuit, order, and capture activities to grow the business.
- Accountable for strategic segment workshops and roadmap activities for associated CTA.
- Interface with customers such as DARPA, AFRL, NRL, NSA, and other prime contractors during program execution.
- Ensure meeting of contractual financial, technical, and schedule performance commitments.
- Participate in strategic financial planning and annual operating plan processes.
- Perform program EACs, PMRs and IRAD reviews and brief senior leadership.
- Travel up to 20% of the time.
- University degree and at least 12 years of relevant experience, or advanced degree with at least 10 years in the field.
- Active, transferable U.S. Secret security clearance required before the start date. U.S. citizenship required.
- Experience with Communications, Datalinks, Networks, Waveforms, Apertures, Real‑Time Data Dissemination, Open Standards/Architectures, System of Systems Architectures, Command and Control in Contested Environments, PNT, or Wireless Communications.
- Experience managing EVMS programs and R&O (Risk & Opportunity) management.
- Clearance up to TS/SCI (SAP eligible preferred).
- Proven success in pursuing and capturing discretionary offset opportunities (customer‑funded R&D).
- Experience working with consortiums.
- Excellent communication across disciplines and leadership levels.
- Leveraging technologies from other Collins Aerospace or RTX entities (BBN, RTXRC, Raytheon AT).
- PMI PMP certification or equivalent program management experience.

USD $147,000 – $295,000 (based on experience and qualifications).
