About the Role

The HSE Manager is responsible for implementing and overseeing all aspects of safety on the job site, ensuring compliance with company policies, client requirements, and regulatory standards (OSHA, ANSI, NFPA, etc.). This role provides leadership in hazard mitigation, incident prevention, and training while reporting directly to the HSE Program Manager.

Roles and Responsibilities
  • Implement and enforce safety policies, procedures, and programs at the job site.
  • Ensure compliance with OSHA regulations, client safety requirements, and site‑specific policies.
  • Conduct routine site audits and inspections to identify hazards and verify compliance.
  • Coordinate with project managers, subcontractors, and field supervisors to proactively address safety concerns.
  • Serve as a liaison between the owner and other trades onsite to ensure compliance with safety requirements.
  • Maintain thorough documentation of safety compliance efforts, audit results, and corrective actions.
  • Develop and maintain a safety compliance schedule for audits, inspections, and training sessions.
  • Ensure all safety‑related permits and approvals are obtained and maintained.
  • Implement corrective actions to mitigate delays and maintain project compliance.
  • Use performance data to drive continuous improvement initiatives and enhance site safety performance.
  • Regularly review and refine safety policies based on lessons learned and industry best practices.
  • Ensure the Site‑Specific Health and Safety Plan (SSHSP) is current and applicable to all work activities.
  • Conduct and review Job Hazard Analyses (JHAs) to ensure completion before work begins.
  • Oversee the completion and review of Pre‑Task Plans (PTPs) and JHAs prior to job execution.
  • Implement and enforce site‑specific safety plans, ensuring hazards are identified and mitigated.
  • Oversee the proper use of PPE, fall protection, and other required safety equipment.
  • Develop and enforce emergency response plans, including evacuation procedures and drills.
  • Ensure all subcontractors on‑site have been vetted, are approved, and remain in compliance with safety requirements through regular follow‑ups and audits.
  • Coordinate with local emergency responders, medical personnel, and fire departments to ensure emergency procedures are understood and followed.
  • Conduct emergency drills to ensure readiness for potential crises and improve response times.
  • Ensure all employees and contractors are trained on emergency evacuation routes and procedures.
  • Lead investigations of incidents, near misses, and injuries, conducting root cause analysis and implementing corrective actions.
  • Prepare and submit detailed incident reports to the Regional Program Manager and client representatives as required.
  • Track trends in site incidents, analyze root causes, and develop proactive strategies to reduce risk exposure.
  • Ensure timely reporting and compliance with all regulatory and client‑mandated incident response protocols.
  • Establish continuous improvement measures to prevent recurring incidents.
Training & Workforce Development
  • Conduct site safety orientations for all new workers, including subcontractors.
  • Lead daily and weekly safety meetings, toolbox talks, and safety stand‑downs as necessary.
  • Provide hands‑on training for workers on hazard recognition, emergency response, and best practices.
  • Maintain and manage safety training records, certifications, and compliance documents.
  • Ensure all personnel receive refresher training on key safety topics and emerging hazards.
Communication & Safety Culture Development
  • Work closely with foremen, tradespeople, and project supervisors to reinforce safety expectations.
  • Report safety concerns, corrective actions, and compliance status to the Site HSE Manager.
  • Ensure all workers are aware of site safety policies, emergency procedures, and hazard reporting protocols.
  • Maintain and organize all safety‑related documentation, including inspection reports, training records, and incident logs, ensuring readiness for internal and external audits.
