Position OverviewRhode Island College is a regional comprehensive public college that serves approximately 6,600 undergraduate, graduate and doctoral students through its five schools: the Faculty of Arts and Sciences, the Feinstein School of Education and Human Development, the School of Business, the School of Nursing and the School of Social Work. Established in 1854, we are Rhode Island’s first public institution of higher education.
The college is located on an 180-acre suburban campus in the vibrant city of Providence, with satellite locations at the Rhode Island Nursing Education Center and the Rhode Island College Workforce Development Hub.
Supervise the daily operations and functions of a payroll office including, but not limited to, internal payroll, payroll accounting, payroll distribution and payroll adjustments.
Responsibilities- Communicate with staff in the State Payroll, State Personnel, college Human Resources, Accounting and Financial Aid Offices to resolve operational or production items.
- Work with Human Resources technical staff to address hiring issues affecting the bi‑weekly payroll process.
- Collaborate with the Payroll Manager on payroll matters and operational issues involving campus and state offices.
- Provide assistance to employees regarding payroll policies and procedures.
- Process and maintain all state biweekly payrolls, including time entry, new‑hire adjustments, pay changes, leaves of absence, separations and other employee transactions.
- Supervise the flow of internal payroll data (student, temporary, instructional) through the internal payroll system to ensure accuracy, timeliness and adherence to policies.
- Assist the Payroll Manager with the Time and Labor module for non‑classified employees, including new‑employee record review, time‑repeater configuration and comp‑time plan management.
- Provide instruction to payroll employees and campus users on the integrated Human Resources/Payroll systems.
- Coordinate with Accounting to process overload and adjunct payroll contracts, monitoring faculty workload and communicating discrepancies to academic deans and chairs.
- Support the administrative payroll system’s internal payroll application, participating as a functional user in testing for upgrades and new functionality.
- Participate in the testing and implementation of computer system enhancements for both the state’s mainframe system and the College’s payroll software.
- Reconcile payroll accounting data.
- Support the Payroll Manager with third‑party vendors for direct deposit activities and funding of student and instructional payrolls.
- Perform administrative duties to meet payroll-related objectives, ensuring deadlines and regulatory requirements are met.
- Participate in the production, reconciliation and distribution of W‑2s at calendar year end.
- Review and correct wage verification requests for pensions, state disability claims and garnishment inquiries, ensuring prompt and accurate responses.
- Supervise payroll staff in carrying out the above tasks and duties.
- In the temporary absence of the Payroll Manager, take full responsibility for processing all internal payrolls through the college’s administrative system.
- Perform other duties as required.
- Thorough knowledge of payroll principles.
- Attentiveness to detail and accuracy are imperative.
- Ability to manage confidential material.
- Ability to multi‑task across various technical platforms.
- Comprehensive computer skills, including Microsoft Word, Excel and enterprise system navigation, and e‑mail proficiency.
Education: Bachelor’s degree in Business Administration, Accounting, Finance or related field.
Experience: At least two (2) years of experience in a business or financial environment with a concentration in payroll.
Preferred Qualifications- Experience in a college or university setting.
- Experience with People Soft/Oracle or similar ERP systems.
The employee is not exposed to known adverse environmental conditions.
