New Business Manager

Join Police Digital Service as a New Business Manager starting at £70,000 per annum The New Business Manager (Team Leader) will provide high-quality strategic support to policing and partner organisations on complex digital, data and technology challenges. Working with forces, senior stakeholders, subject matter experts and external partners, the role will help customers explore complex problems, clarify outcomes and shape practical, evidence-based options that support better outcomes for policing.

Key Responsibilities New Work, Advisory and Opportunity Shaping Manage and support work from initial engagement through advisory/opportunity shaping, assessment, commissioning and governance, ensuring activity is coordinated and progressed in line with agreed processes and organisational priorities. Help customers define problems, clarify outcomes and translate customer need into clear requirements, practical options and evidence-based recommendations. Shape opportunities from early exploration through to defined proposals, ensuring options, trade-offs, dependencies, risks and implications are clearly understood.

Analysis, Insight and Strategic Alignment Undertake research and analysis to identify emerging issues, opportunities, risks and good practice, translating complex information into clear, decision-ready insight for senior and non-technical audiences. Work closely with the Strategic Planning function to ensure new work, opportunities and advisory activity are aligned to strategic priorities, planning assumptions, business plans and organisational capacity. Operate with an enterprise perspective, ensuring work is considered in the context of wider organisational/national priorities, dependencies, affordability and capacity.

Stakeholder Engagement and Facilitation Build effective working relationships with internal teams, policing, partners, suppliers and customers to support the shaping, progression and delivery of work across the wider remit. Facilitate workshops, discussions and collaborative activity to explore challenges, align stakeholders and support informed decision-making. Coordinate input from appropriate [PDS] teams including DDaT, finance and business colleagues to ensure work is assessed consistently and reflects operational, service, organisational, commercial and strategic considerations.

Governance, Assurance and Decision Support Support governance and commissioning processes to ensure opportunities are assessed, prioritised and presented with clear recommendations, risks, dependencies, affordability and delivery routes. Prepare and coordinate decision-ready papers, updates and supporting materials for governance, assurance, advisory and commissioning activity. Identify and track risks, assumptions, dependencies, decisions and actions that could affect shaping activity, advisory outputs or commissioning readiness Work collaboratively across the Strategy & Performance team, ensuring alignment between demand management, advisory activity, strategic planning, performance insight, commissioning and innovation.

What you need to succeed in the role Essential Experience in a business management work requests, business analysis, project or programme environment within a complex organisation, supported by a relevant qualification or equivalent practical experience.

Experience of working with policing stakeholders, forces and senior leaders in a service provision environment to understand customer need, define problems and shape practical, deliverable opportunities in complex or ambiguous settings. Strong consultancy-style skills, with the ability to apply research, analysis and insight to understand complex issues, develop evidence-based options and influence decision-making.

Experience of supporting new business activity and working within governance frameworks, including opportunity shaping, pipeline development, proposals and commissioning processes, to support the effective progression of work. Strong organisational skills, with the ability to manage competing priorities and deliver to deadlines in a fast-paced environment.
