• Progressing a significant volume of procurement and sourcing activity.
• Accelerating procurement timelines for business-critical requirements.
• Supporting the development of procurement strategies, approvals documentation, tender documentation, evaluations and contract awards.
• Stakeholder management and engaging with Requirement Owners to develop and refine requirements as appropriate taking account of whole life requirements, e.g. including maintenance, support and/or reagents and consumables as appropriate

• Experience working in procurement or contract management, delivering complex commercial solutions
• Knowledge of public sector procurement legislation and commercial principles
• Experience of procuring goods and services
• Evidence of delivering to deadlines in a fast paced and ever-changing environment with conflicting priorities
• Evidence of experience in developing effective requirements and evaluation criteria
• Evidence of strong stakeholder management skills
• Evidence of working to high standards and maintaining a high level of accuracy
• Evidence of ability to multi-task and support and manage multi procurement activities at the same time

• Recent experience in at least one of the following category areas:
  Laboratory equipment, scientific instrumentation, reagents, consumables, or associated services;
  Research, analysis, consultancy, insights, professional services; and Digital, data and technology (DDaT) requirements.
• Working knowledge of using eSourcing and contract management systems, specifically Atamis / Health Family eCommercial System. Able to navigate the system independently without requiring additional training, including creating sourcing projects, updating workplans, and creating and managing contracts and procurement notices.
• Proven ability to work independently and effectively in a fast-paced environment, using initiative and sound judgement to manage multiple competing priorities (typically 15 to 20 projects concurrently) and deliver high-quality outcomes with minimal supervision against challenging deadlines, including delivery to fixed timescales.
• Strong stakeholder engagement and relationship management skills, with proven experience working collaboratively across business, finance, legal, commercial and technical teams. Able to provide clear commercial advice and guidance to stakeholders, influencing decision-making and delivering compliant, value-for-money procurement outcomes.
• Good knowledge of, and practical experience in applying, the Public Contracts Regulations (PCR) 2015, the Procurement Act 2023. Proven experience using public sector frameworks, including Government Commercial Agency (GCA, formerly CCS), NHS Shared Business Services (NHS SBS), NHS Supply Chain frameworks and university purchasing consortia, together with leading and delivering above-threshold procurements, including contracts with values up to £10 million.
• Experience leading end-to-end procurement and tender exercises, including drafting procurement documentation, managing clarifications, coordinating evaluations, facilitating moderation meetings, and preparing contract award recommendations.
• Experience managing framework call-offs, contract variations, change control processes, and short-form contractual agreements throughout the procurement and contract lifecycle.
• Experience publishing contract award notices and ensuring compliance with transparency and procurement reporting requirements.
