Location: City Of London

Responsibilities

  • Prepare detailed analysis of cost estimates and forecasts provided by others.
  • Analyse drawings, specifications, and scope documents to ensure comprehensive coverage of the DPs product.
  • Ensure alignment with LTC cost estimating protocols and governance.
  • Benchmark costs against similar major projects (e.g. HS2, Tideway, Crossrail
    2).
  • Work closely with delivery partners, design consultants, and client representatives.
  • Support the development of Basis of Estimate (BoE) documentation and estimating plans for PCF stage gates and investment reviews.
  • Maintain audit trails and documentation for all estimating activities.
  • Support risk and contingency assessments.
  • Use industry-standard tools (e.g. CostX, Candy, Excel, BIM-integrated platforms).
  • Promote innovation in digital estimating and automation.
Qualifications & Experience
  • Degree in Quantity Surveying, Civil Engineering, or Construction Management, or similar.
  • Minimum 5 years’ experience in estimating roles on major infrastructure projects.
  • Proven experience in estimating on infrastructure projects.
  • Familiarity with IPA Cost Estimating Guidance, DfT TAG, and Green Book principles.
  • Knowledge and/or practice of QCRA, QSRA, Risk workshops, managing and determining forms of risk.
  • Excellent analytical and numerical skills.
  • Effective communication and stakeholder engagement.
  • Strong capability in first principles estimating and structured Basis of Estimate documentation.
  • Proficiency in estimating software (e.g., CostX, PRISM, Excel-based models) and integration with planning and risk tools.
  • Ability to use benchmarking data and market data to validate and challenge estimates.
  • Ability to work under pressure and meet deadlines.
