Overview

Hull has the 2nd highest level of flood risk in the UK outside of London. The risk is a combination of multiple sources: tidal, fluvial, surface water, sewer and groundwater. The Living with Water Partnership brings together organisations to manage flood risk and create a thriving community in Hull and Haltemprice through collaboration, aiming to become an international exemplar for living in harmony with water.

The role will be integral to the delivery, performance and long-term management of sustainable drainage systems (SuDS) across the city, including new development and retrofit programmes. The postholder will lead technically to ensure relevant national and local SuDS policies and standards are complied with throughout planning, delivery and post-delivery. Responsibilities include oversight of construction quality in a Clerk of Works capacity, supporting adoption processes, enforcement, and maintaining accurate asset records as the Council undertakes long-term stewardship of SuDS.

Working with Living with Water partners to facilitate the delivery of the 25-year Blue Green Plan will be central. The postholder will assist project managers with feasibility, design and construction of retrofit SuDS, and identify opportunities to align SuDS delivery with other capital or infrastructure projects. A coordinated approach across many council departments and stakeholders (including Yorkshire Water) is required to maintain programmes to cost, quality and time, including facilitation of communication and meetings to achieve consensus.

The postholder will assess SuDS designs to ensure features are appropriate, compliant with national and local standards, and supported by long-term maintenance arrangements. This includes providing coordinated, consistent technical advice aligned with Planning Development Management, Highways, Biodiversity Officer, Flood Team, Open Spaces, Grounds Maintenance and Yorkshire Water. The role may influence local and national policy to embed SuDS requirements in strategic documents such as the Local Plan, Corporate Property Strategy, Local Nature Recovery Strategy, Housing Strategy and Highways Design Guides and Standards.

Responsibilities
  • Work with Flood, Highways, Planning, Legal, Parks and Grounds and Streetscene to ensure new SuDS in development align with national and local guidance during planning and design.
  • Support the Living with Water partners to deliver capital investment programmes, assisting colleagues, consultants and contractors with feasibility, design and construction of required assets to manage integrated flood risk.
  • At construction, monitor and inspect SuDS with developers, consultants, contractors and other clerk of works to ensure installation follows required processes and is eligible for adoption.
  • Coordinate meetings to understand design requirements or enforcement issues; ensure meetings are well orchestrated and that accurate written records of discussions and outcomes are produced.
  • Promote compliance and regulation; influence stakeholders to understand the value of well-designed and appropriately constructed/landscaped/planted SuDS.
  • Work with Ecology, Open Spaces, Arboriculture, Grounds and external advisers to ensure vegetated SuDS use appropriate species for their requirements.
  • Maintain knowledge of CDM regulations and Health and Safety at Work Act to ensure compliance on active construction sites.
  • Influence internal and external partners through engagement activities (workshops, CPD sessions, conferences) and collaboration with communities, schools and professional partners to promote SuDS best practices.
  • Lead early engagement with developers and stakeholders to integrate SuDS in line with national and local guidance.
  • Work with Grounds and Highways to ensure maintenance requirements are understood and resourced; help set policy for adoption and maintenance of SuDS and commuted sums.
  • Understand and apply guidance such as Sewers for Adoption and the CIRIA SuDS manual; interpret drawings to verify post-construction SuDS conformity with guidance and approved plans.
