Role Overview

The Quantity Surveyor – Building Services is an experienced professional who works with the Package Manager and all members of the Package Team, responsible for the commercial performance and administration of the MEP packages. The SQS will have strong technical knowledge of MEP and be able to apply that to commercial considerations, as well as provide support, mentoring and training to less experienced commercial staff on the project.

Responsibilities
  • Continually and critically monitor and manage the commercial aspects of their packages and assist the Package Team in delivering strategies and actions to mitigate commercial risk and protect profit margins.
  • Oversee and carry out all surveying activity in relation to M&E package, working closely with design, planning and construction teams.
  • Ensure forecasted project margins are met, documentation is prepared and quality assurance processes and systems are respected.
  • Ensure site supervisory staff are aware of the project's scope of works and inclusions in tender packages.
  • Prepare tender packages for M&E subcontract works.
  • Responsible for accurate and timely submission of commercial information to the Commercial Team to meet project reporting requirements.
  • Work collaboratively with the Package Team to find, develop and manage the process of risk and opportunities through value engineering, programme logic and procurement decisions amongst other things to enhance package profitability.
Qualifications
  • Degree in Quantity Surveying or Commercial Management or equivalent qualification (preferably RICS accredited).
  • Preferably attained or progressing towards RICS or CIOB membership.
  • Knowledge of the M&E market including costs of labour & resources and the M&E product market.
  • Experience of M&E Quantity Surveying and financial knowledge of construction costs.
  • Experience in administering M&E subcontract accounts to final agreement, with a successful run of closures of these accounts with the client.
  • Correctly pricing a Client Change for submission.
  • Evaluation of an application and of variations received from a sub‑contractor, negotiations for variation agreement.
  • Production of an application for payment to the Client.
  • Testing and commissioning of the Project and the contractual obligations in this regard, project completion and handover obligations.
  • Knowledge of key clauses of the Head Contract and the Sub‑Contract and how they link together.
  • Experience with EWN's and draft Notices of Delay.
  • Production of information for Commercial Team for final account negotiations.
  • Cost control and cash management.
  • Correct production of certificates for payment.
  • Production of Payless notice in line with contract requirements.
  • Knowledge of insurances and related claims.
  • Bonds and warranties and their coverage.
  • Understanding and evaluating entitlements to Extensions of Time / Loss & Expense / Claims and disputes relating to outstanding payments to subcontractors.
