Position: Senior Environmental Health Officer WCC623258
Location: City of Westminster

Responsibilities

  • Deliver and enforce mandatory, additional and selective licensing schemes, and other housing and public health legislation.
  • Carry out routine or unannounced visits and inspections to ensure compliance with legislation.
  • Use engagement, education or enforcement to improve living conditions.
  • Respond to complaints and concerns, delivering a fair and informed resolution quickly and efficiently.
  • Promote the integration of environmental health principles across the council and its partners.
  • Provide guidance and support to improve public health outcomes.
  • Initiate legal proceedings when enforcement action is required, and prepare and give evidence in court.
  • Undertake project work to improve the services provided by the team.
  • Lead on the delivery of high‑profile or complex cases.
  • Guide and mentor new officers and apprentices, and support the Principal Officer in staff training and quality monitoring.
  • Assist businesses and individuals to understand and meet regulatory requirements.
Qualifications
  • Degree, diploma or similar in Environmental Health.
  • Significant post‑qualification experience working within Private Sector Housing.
  • Ability to respond to complex complaints from the public, stakeholders and elected members.
  • Strong skills in de‑escalating conflict, providing education and advice, and applying regulatory powers to effect change.
  • Experience working with a wide range of agencies and professionals.
  • Practical case‑management experience – gathering information and evidence for legal action, understanding rules of evidence and court proceedings.
  • Clear understanding of legislation, procedures and requirements, and ability to explain them to others.
  • Assessment of the right intervention based on the risk of non‑compliance, with confidence to make quick decisions.
  • Capability to build close working relationships with internal and external teams.
  • Excellent written communication skills, producing clear and accurate documents, correspondence and evidence.
  • Proficiency with Microsoft Office, willingness to use handheld technology to record information and respond to customers, and ability to manage workload to agreed targets and time frames with minimal supervision.
