Position: Private Sector Housing Enforcement Officer
Location: City Of London

Private Sector Housing Enforcement Officer – South East England – £60‑£65 per hour – Initial 6‑month contract.

We are looking for an experienced Private Sector Housing professional to join our enforcement team on an initial 6‑month contract. This role is predominantly enforcement‑led and ideal for someone confident managing complex cases from initial inspection through to formal enforcement action. Our hybrid working arrangement requires 2‑3 days per week on site.

Responsibilities
  • Carry out HHSRS inspections and investigate housing conditions within the private rented sector.
  • Assess Category 1 and Category 2 hazards in line with the Housing Health and Safety Rating System (HHSRS).
  • Investigate complaints relating to poor housing standards, disrepair and potential breaches of housing legislation.
  • Prepare and serve statutory notices under the Housing Act 2004.
  • Draft, issue and progress Civil Penalty Notices (CPNs).
  • Produce detailed inspection reports, evidence bundles and case files to support enforcement action.
  • Work closely with landlords, tenants, legal services and partner agencies to achieve compliance.
  • Represent the council at First‑tier Tribunal hearings and support enforcement cases through the tribunal process.
Qualifications
  • Previous Local Authority experience within Private Sector Housing.
  • Strong knowledge of HHSRS, including assessing Category 1 and Category 2 hazards.
  • Experience taking formal enforcement action under the Housing Act 2004.
  • A proven track record of issuing Civil Penalty Notices.
  • The ability to manage an enforcement caseload independently and confidently represent cases at tribunal.
