Use your housing enforcement expertise to protect residents and raise standards

The City of London Corporation is creating a new Private Sector Housing & Building Safety Team within Port Health & Public Protection to deliver and strengthen statutory housing enforcement and regulatory functions. The team will lead work across private sector housing enforcement, HHSRS inspections and interventions, HMO licensing, residential building and fire safety, Renters’ Rights implementation, housing-related public health issues, civil penalties,notices and formal enforcement action.

AsEnvironmental Health Officer – Public Protection (Building Safety), you will work as part of the Environmental Health & Public Protection Service’s Private Sector Housing Building Safety team, applying professional and technical skills to provide an effective,efficient and responsive service. You will investigate complaints, undertake inspections, assess housing conditions, manage proactive and reactive casework, and take appropriate enforcementaction in line with the City’s enforcement policy,protocols and procedures.

Your work will include HHSRS, HMO licensing, fire safety in mid and high-rise dwellings, public health in housing, and Renters’ Rights implementation and enforcement. You will draft warning letters, enforcement notices and other formal documentation, calculate and issue civil penalties, prohibit premises or processes where serious risks exist, and gather evidence for potential legal proceedings.

This role requires sound professional judgement, excellent communicationskillsand the ability to influence behaviour positively in complex and sometimes contentious situations. You will liaise with regulators, local authorities, governmentbodiesand partner agencies, and may present to Committees on matters within your area of expertise. You will also supervise and monitor work undertaken by less experienced officers, support project delivery,participate in service planning andmaintainaccuratecase records using systems including IDOX Uniform.

About

you

You will need a BSc or MSc in Environmental Health, or similar CIEH-approved qualification, and registration with the EHO Registration Board so that you can practise professionally as an Environmental Health Officer in the UK. You will have experience in Private Sector Housing enforcement, fire safety in mid-rise and high-rise buildings, HMO licensing, Renters’ Rights implementation and enforcement, HHSRS, and substantial recent experience in high-level housing enforcement work across a broad range of enforcement options.

You will be able to undertake inspections and HHSRS assessments for complex cases, draft and serve enforcement notices, recommend legal proceedings, analysedataand research, and communicate clearly with residents, landlords, businesses, partners and the wider public. Experience of mid and high-rise fire inspections and enforcement, Renters’ Rights civil penalties, tenancy relations, and a post-graduate qualification in housing or a related environmental field would be desirable.
