Descriptions & requirementsThe Policy Manager will play a key role in supporting the Victims' Commissioner to influence policy and practice across the criminal justice system. The postholder will lead and contribute to policy projects, undertake high-quality analysis and briefings, develop evidence-based recommendations, and build effective relationships with stakeholders across government, criminal justice agencies and the voluntary sector.
The role requires strong analytical and critical thinking skills, sound judgement, excellent written and verbal communication, and a commitment to improving outcomes for victims of crime.
Key Responsibilities
Policy Development
- Lead the development of policy areas and delivery of projects aligned to the strategic priorities of the Victims' Commissioner.
- Monitor policy, legislative and operational developments affecting victims across the criminal justice system.
- Identifypolicy issues and opportunities for reform, drawingon victims’ experiences, available evidence, and close working with criminal justice agencies
- Draft high-quality policy papers, briefings, consultation responses, reports and correspondence.
- Support the development of recommendations to Ministers, government departments and criminal justice agencies.
Stakeholder Engagement
- Build and maintain trusted working relationships with officials across government departments, including the Ministry of Justice and Home Office.
- Engage with criminal justice agencies, victim support organisations, academics and other stakeholders to understand victims experiences and develop policy.
- Organise and support stakeholder meetings, round tables and engagement events.
- Accompany the Commissioner and represent the Office at external meetings and events as required.
Briefings and Communications
- Produce concise and accurate briefing materials for the Victims' Commissioner and senior colleagues.
- Contribute to speeches, presentations, parliamentary briefings and public reports.
- Respond to correspondence and requests for information from victims, stakeholders and government partners.
Project Delivery
- Manage policy projects from inception to completion, ensuring delivery to agreed timescales and quality standards.
- Monitor project risks, dependencies and milestones.
- Work collaboratively across the Office to support wider organisational objectives.
Research and Evidence
- Gather, assess and synthesise evidence from a range of sources.
- Work with internal and external partners to strengthen the evidence base underpinning policy positions.
- Translate complex information into clear, accessible advice and recommendations.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
