Regulatory Technical Officer

Buckingham Futures is working with a Local Authority in Essex to appoint an experienced Regulatory Technical Officer to join its Private Sector Housing and Regulatory Services team.

This is a varied, frontline role for someone who enjoys investigating problems, visiting properties, working with residents and landlords, and finding practical solutions to complex housing and public health issues.

You’ll play an important role in improving the quality and safety of domestic accommodation and the wider local environment, with the opportunity to use both informal and formal enforcement powers where required.

The Role As a Regulatory Technical Officer, you will be responsible for investigating and resolving a broad range of housing, public health and nuisance matters, including:

• Responding to complaints, enquiries and requests for assistance from residents, customers and elected members.
• Carrying out inspections, investigations and risk assessments of domestic and other premises.
• Investigating filthy and verminous premises, hoarding, pest issues and accumulations of rubbish.
• Dealing with premises in such a condition as to constitute a nuisance.
• Investigating defective private drainage and associated public health concerns.
• Dealing with domestic premises operating without the appropriate licence.
• Supporting the boarding up of empty and vulnerable properties where required.
• Assessing risk, severity, hazards and potential harm and determining the appropriate course of action.
• Managing your own caseload, prioritising cases and ensuring visits and investigations are completed promptly.
• Working collaboratively with internal departments and external agencies on complex cases.
• Providing advice and guidance to residents, landlords and other stakeholders.
• Preparing accurate case records, reports, updates and witness statements.
• Clearly communicating inspection findings, required remedial action and next steps.
• Identifying vulnerability and safeguarding concerns and making appropriate referrals.
• Supporting service improvement projects and wider regulatory initiatives.

The role provides the opportunity to work across a range of housing, public health and nuisance legislation, using both informal and formal interventions.

• Take appropriate enforcement action to achieve compliance.
• Prepare and serve enforcement notices.
• Issue Civil Penalty Notices (CPNs) where appropriate.
• Gather evidence and prepare detailed case documentation and witness statements.
• Work with colleagues and partner agencies to progress complex enforcement matters.

We’re looking for a confident and proactive regulatory professional who enjoys working on varied cases and is comfortable making decisions based on risk, evidence and professional judgement.

• Experience in Private Sector Housing, Environmental Health, Regulatory Services or a related enforcement environment.
• Practical experience undertaking property inspections and investigations.
• Knowledge of housing, public health and/or nuisance legislation.
• Experience managing your own caseload and prioritising competing demands.
• Experience dealing with complaints and complex or sensitive cases.
• An understanding of enforcement procedures and evidence gathering.
• Strong written and verbal communication skills.
• The ability to work independently while collaborating effectively with other teams and agencies.
• A professional, proactive and solution-focused approach.
