About Us

Praetorian Connections Ltd (PCL) is a leading provider of language-enabled Open Source Intelligence (OSINT), supporting geopolitical, security, and risk-focused decision making.

We are currently recruiting for a GIS Manager. The successful candidate will be an experienced GIS professional (5+ years) with a proven track record in leading a GIS team and delivering high-quality cartographic and geospatial data products. They will bring expert knowledge of ESRI technologies - particularly ArcGIS Pro - and the ability to leverage cartographic design, geospatial analysis, and workflow automation to add significant value to analytical reporting.

They will be responsible for guiding and developing a team of GIS Analysts, conducting performance appraisals, and maintaining consistently high output standards.

The role requires hands-on capability in GIS development, including building and maintaining Python scripts, automating workflows, and managing geospatial databases. Candidates should also have experience developing and updating ESRI Web Apps for both internal teams and external clients. The ability to engage with research and analysis teams - providing advice, training, and practical GIS support - is a core element of the position.

Candidates must have a genuine interest in geopolitical intelligence and the role that geospatial data and mapping play in understanding complex security and geo-political topics. The role involves collaboration across thematic and specialist teams, contributing to joint projects and wider business development. A strong commitment to continuous professional development and staying current with new GIS technologies and AI tools is also expected.

Candidates should demonstrate an inquisitive and investigative mindset, excellent organisational skills, and the ability to manage multiple work streams under pressure while maintaining quality and meeting deadlines. Strong written and verbal communication skills are essential, as is a client-focused approach to delivering accurate and timely outputs.

Essential Skills

  • ESRI ArcGIS Pro (including Model Builder) (Expert)
  • ESRI Web Apps development (ArcGIS Online / Portal, Arc Experience)
  • Cartographic design experience
  • Geospatial database management experience (file geodatabases, shape files, Arc Catalog etc)
  • Leadership and management experience

Preferred Skills

  • Python (including scripting for workflow automation and API integration)
  • SQL and Arcade programming languages
  • Experience with AI tools and emerging GIS technologies
  • Experience in intelligence or analysis
  • Experience in using OSINT geospatial data sources
