Working within the FBRS Track Central team, you will lead engagement with HS2 and other Rail Systems Contractors to define and manage contractual obligations, service requirements, programme interfaces and delivery dependencies. Working across multiple stakeholders, you will ensure obligations are efficiently planned and delivered while identifying opportunities to maximise value, improve operational efficiency and optimise the use of shared facilities, services and resources.

The role will play a key part in supporting effective integration and collaboration across the wider HS2 railway systems programme.

Reports to:

Lead Construction Manager

Key Responsibilities

Contractual & Operational Obligation Management

Identify, define and manage Principal Contractor, Lead Contractor and Lead Integrator obligations, establishing associated responsibilities, service requirements, delivery demands and operational implications.

Identify, assess and manage risks, assumptions, opportunities and emerging requirements associated with these obligations.

Support HS2 in the development and continuous improvement of the Construction and Commissioning Rule Book (CCRB), establishing effective arrangements for its implementation, compliance and enforcement across the contract.

Stakeholder & Interface Management

Act as the primary point of contact for all matters relating to Principal Contractor services and obligations.

Engage with HS2 and other Rail Systems Contractors to establish requirements, constraints, assumptions, interfaces and delivery strategies, facilitating workshops and coordination meetings as required.

Coordinate and manage interfaces relating to access, logistics, facilities, possessions, testing and other shared services, ensuring requirements are effectively planned and delivered.

Demand & Service Planning

Establish and maintain forecast demand profiles for shared services, facilities, logistics, access, possessions, testing support and operational requirements needed to support Rail Systems delivery.

Ensure service requirements, programme dependencies and contractor interfaces are identified, developed and represented within the Integrated Programme.

Challenge and validate stakeholder assumptions to ensure robust planning and decision-making.

Develop recommendations relating to future resource, organisational and service requirements, supporting the efficient delivery of contractual obligations.

Programme & Scope Impact Management

Assess and manage the impact of Rail Systems Contractor requirements on scope, programme, resources, commercial position and delivery strategy, ensuring external requirements are appropriately evaluated for commercial, operational and programme implications.

Identify, coordinate and manage dependencies and interfaces between project activities and those of other Rail Systems Contractors, ensuring alignment with contractual obligations and delivery objectives.

Support the identification and management of emerging scope growth, change and opportunities arising from the requirements of HS2 and the wider Rail Systems Alliance.

Provide recommendations to project leadership on the implications of contractual obligations, external requirements and emerging changes on delivery plans, resource needs and commercial performance.

Promote collaborative working and shared service arrangements across project stakeholders to maximise value and support integrated delivery.

Support the efficient delivery of Principal Contractor obligations, ensuring associated services and commitments are effectively planned and managed.

Ensure changes, growth in obligations and emerging requirements are identified, assessed and managed appropriately from both a contractual and delivery perspective, maximising value for the project, HS2 and the wider Rail Systems Alliance.
