Policy and Delivery Manager – Community Network

Develop and articulate clear, evidence-based and member-informed policy positions on issues affecting community services, ensuring they are practical, credible and aligned to organisational priorities. Systematically track, interpret and assess policy developments, legislation and system reforms, identifying risks, opportunities and implications for members. Design and implement targeted influencing approaches to shape national and local policy, engaging key decision-makers and positioning the organisation as the trusted voice.

Act as a recognised lead for community services, offering authoritative advice and guidance to members, stakeholders and colleagues across the organisation. Develop clear, insightful briefings, reports and recommendations tailored to different audiences, supporting informed-decision making internally and externally. Plan and convene network forums, working with chairs and members to develop programmes, creating space for shared learning, gathering member insight, and ensuring outputs inform policy development and influencing activity.

Establish and manage effective relationships with members, system leaders, policymakers and partners, providing timely, well-judged and pragmatic responses to fast-moving developments. Contribute to the planning, coordination and delivery of central and network activity, working with internal colleagues to ensure policy work is aligned, delivered effectively and adds value to members. Support the NHS Alliance's financial sustainability through ongoing member recruitment and renewal, maintaining relationships with funding partners, contributing to bids and helping secure commercial income.

Provide effective line management (where the role requires), including setting objectives, supporting professional development, and ensuring high-quality, coordinated delivery of policy and programme work.
