Site Environmental Officer

Introduction

The Site Environmental Officer is responsible for day-to-day environmental management, monitoring, and compliance enforcement directly on the construction site. This role focuses heavily on interpreting, implementing, and enforcing the conditions set out in project Environmental Authorisations (EA), Water Use Licences (WUL), and the site Environmental Management Programme (EMPr).
The ideal candidate has hands-on site experience, a deep understanding of civil/construction activities, and the assertiveness needed to enforce environmental standards alongside site management and subcontractors.

1. Implementation of EA & WUL Requirements

• Interpret & Enforce Conditions: Translate statutory requirements and conditions outlined in the Environmental Authorisation (EA) and Water Use License (WUL) into practical, actionable instructions for site supervisors, engineers, and subcontractors.
• Demarcation of Sensitive Areas: Establish and mark designated environmentally sensitive areas, exclusion zones, buffer zones (especially around watercourses/wetlands), and no-go areas on-site.
• Method Statements & Permits: Ensure all required permits, licenses, and approved Method Statements are accessible on-site and strictly adhered to before construction works commence.

2. Water Resource & Erosion Management

• WUL Compliance Monitoring: Monitor water abstractions, discharge parameters, and flow rates in strict compliance with Water Use License conditions.
• Stormwater & Erosion Controls: Oversee the installation and maintenance of stormwater management controls, silt fences, sediment basins, and oil-water separators.
• Watercourse & Wetland Protection: Monitor construction activities near or within watercourses, drainage lines, and wetlands to prevent siltation, pollution, and bank instability.
• Water Quality Testing: Coordinate water quality sampling and testing (e.g., pH, turbidity, suspended solids) upstream and downstream of construction activities as mandated by the WUL.

3. On-Site Monitoring, Auditing & Inspections

• Daily Site Audits: Conduct daily site walk-throughs to monitor earthworks, concrete works, batching plants, refueling bays, and laydown areas for non-compliance.
• Waste & Hazardous Substance Management: Oversee site waste segregation, safe storage of hazardous materials (fuel, chemicals, waste oil), and secondary containment/bunding compliance (110% capacity).
• Non-Conformance Management: Perform weekly environmental inspections and issue internal Non-Conformance Reports (NCRs) with mandatory corrective actions for contractors.
• Audit Support: Accompany the independent Environmental Control Officer (ECO) and regulatory officials during formal site audits.

4. Incident Management & Pollution Control

• Emergency First Response: Act as the first responder for on-site environmental emergencies, including chemical spills, fuel leaks, and slope failures.
• Spill Containment & Remediation: Maintain emergency spill kits across the site and direct containment, cleanup, and soil remediation efforts.
• Root-Cause Investigation: Investigate all environmental incidents and near-misses; compile formal root-cause analysis reports for project leadership and regulatory authorities.

5. Contractor Management & Site Training

• Toolbox Talks & Inductions: Design and deliver daily/weekly Environmental Toolbox Talks to site crews, drivers, and machine operators, as well as mandatory site inductions.
• Method Statement Review: Review and approve contractor Method Statements (e.g., for trenching near watercourses, concrete batching, refueling, and waste disposal) prior to activity commencement.

• Bachelor’s degree or National Diploma in Environmental Management, Environmental Science, Civil/Environmental Engineering or Conservation.
• 2 or more years of direct, on-site environmental monitoring experience in construction, civil works, or heavy infrastructure projects.
• Direct, practical experience implementing conditions of Environmental Authorisations (EA) and Water Use Licenses (WUL / WULA process).
• Registration with a professional body (e.g., SACNASP or EAPASA) is highly advantageous. Valid site safety certification (e.g., SAMTRAC, OSHA, or equivalent).
• Valid Driver’s License (essential for site movement and linear infrastructure inspection).

• Regulatory Interpretation: Ability to convert complex legal conditions in EAs and WULs into actionable, plain-language site controls.
• On-Site Assertiveness: Confident in issuing stop-work instructions or NCRs to workers or subcontractors when critical environmental non-compliances occur.
• Technical Site Knowledge: Strong understanding of civil construction processes, erosion/sediment control engineering, spill management and storm water routing.
