IntroductionTracker requires a Head of Development and Engineering to lead the delivery of development and engineering solutions aligned to the Technology Vision and overall Tracker Strategy. The role is responsible for planning IT programmes and executing associated projects to deliver against the defined strategic objectives. The incumbent will manage all Development and Engineering resources to ensure successful execution of the Tracker strategy, while servicing external clients, strategic partners, internal Tracker business units, and providing leadership to Development and Engineering line management and staff
Job descriptionKey Responsibilities:
- Conceive development strategy to align with Tracker strategy.
- Plan IT programmes and related IT projects.
- Plan resourcing for IT programmes and projects.
- Track and report on execution of IT programmes and projects.
- Develop and socialize a 3-year development and engineering plan aligned to the overall Technology and Tracker Business priorities; set the target architecture in partnership with Solutions Architecture and product/enterprise forums.
- Prioritize Development and Engineering practices modernization and simplification to reduce time-to-market and operational risk.
- Liaison with business partners, both internal and external, to manage IT programmes and projects.
- Manage timelines and deliverables of entire development team.
- Ensure that teams follow quality plans regarding testing, implementation, configuration and application are adhered to.
- Ensure that teams are continuous aligned with business strategic objectives.
- Ensure that teams have resources to meet requirements of project delivery.
- Ensure that self and teams’ compile the project documentation (configuration document) in accordance with the standardized project documentation
- Ensure that contracting/outsourcing teams follow Tracker architecture and design standards.
- Ensure that contracting/outsourcing teams keep project time frames and budget.
- Ensure that all teams deliver consistent high-quality solutions with the required functionality in the appropriate time frames.
- Build a high-performance leadership bench (fill critical Team Lead/Manager vacancies), drive engineering career paths, succession and coaching, steward engagement, retention and skills uplift.
- Own the Dev & Eng operating and capital budgets; optimise permanent vs. contractor mix aligned to approved vacancies and portfolio demand.
- Partner with Product Owners and Internal Business Stakeholders to translate priorities into executable roadmaps and measurable outcomes.
- Govern third-party vendors and SOWs for capacity and expertise augmentation.
- Continuously analyse IT processes and drive changes/improvements.
- Continuously scan international technology domain for technologies that might be implemented at Tracker.
- Continuously scan international technology methodologies for possible improvements.
- Drive change management within Tracker when an IT process is changed.
- Own portfolio planning and delivery governance across Business Systems, Internal Systems, Device Management, Consumer Mobile App, Back Office Systems ensuring predictable throughput and on-time, in-scope, in-budget releases.
- Tighten stage-gate and release management with Development Support & Testing, lifting automation, integration testing and defect-escape disciplines.
- Relevant Degree or Diploma- computer science/software engineering (or equivalent experience).
- 15 years of IT and Development work experience, with 5 (plus) years as a head of division.
- Post Graduate Business Diploma / MBA – Advantageous.
- Relevant training on aspects of the Tracker’s Technology Stack and relevant technologies is an advantage.
