Procurement Specialist – Solar PV Project
We are seeking an experienced and detail-oriented Procurement Specialist to support a major Solar PV / Energy Project in Swakopmund, Namibia
. The successful candidate will be responsible for managing procurement and contract-related activities throughout the project lifecycle, ensuring that goods, services, equipment, and contractors are sourced efficiently, competitively, and in accordance with project requirements and applicable procurement regulations. This position follows a 1 week in Swakopmund, Namibia, followed by 3 weeks working from South Africa
, making it an excellent opportunity for an experienced procurement professional with a strong background in energy, infrastructure, engineering, or large-scale projects
.
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, Legal, Engineering, or a related discipline.
- Minimum 10 years’ professional experience in procurement and contract management.
- Minimum 5 years’ experience in procurement for Solar PV, electrical primary equipment and/or BESS projects
. - Experience with in infrastructure, energy, construction, or large-scale engineering projects
. - Proven experience in contract negotiations, bid evaluations and supplier management
. - Experience in procurement planning and drafting bidding/tender documentation
. - Knowledge of the Namibian Public Procurement Act (Act No. 15 of 2015).
- Knowledge of international procurement guidelines, including World Bank Procurement Regulations and FIDIC Conditions of Contract
. - Strong negotiation, analytical, organisational and communication skills.
- Ability to manage multiple procurement activities and deadlines.
- Willingness and ability to travel to Swakopmund, Namibia for approximately 1 week per month
, with the remaining 3 weeks working from South Africa.
- Manage procurement activities throughout the project lifecycle, from procurement planning through to contract award and supplier management.
- Develop and implement procurement strategies and plans in line with project requirements.
- Prepare, review and manage tender and bidding documentation.
- Coordinate the tendering process, including RFQs/RFPs, bid evaluations and procurement recommendations.
- Conduct commercial and technical bid evaluations and provide recommendations.
- Negotiate contracts, pricing, commercial terms and delivery conditions with suppliers and contractors.
- Manage supplier and contractor relationships throughout the project.
- Monitor supplier performance, delivery schedules and contractual obligations.
- Ensure procurement activities comply with applicable Namibian procurement legislation and project requirements
. - Apply relevant World Bank procurement regulations and FIDIC contractual principles where required.
- Support the procurement of Solar PV equipment, electrical primary equipment, BESS equipment, materials and project-related services
. - Review supplier quotations and commercial proposals to ensure value for money.
- Maintain accurate procurement records, tender documentation, contracts and supplier information.
- Monitor procurement costs and support project teams with budget and expenditure tracking.
- Identify procurement risks and implement appropriate mitigation strategies.
- Assist with contract administration and ensure compliance with contractual terms.
- Prepare procurement reports and provide regular updates to project management.
- Liaise with engineering, project management, finance and technical teams to ensure procurement requirements are met.
- Identify opportunities to improve procurement processes and efficiencies.
- Travel to Swakopmund, Namibia for approximately 1 week per month
, with the balance of the month working remotely/from South Africa.
