Senior Manager: Fabrication & Construction Quality Assurance

Purpose of the position:

The Senior Manager:
Fabrication & Construction Quality Assurance is a portfolio-level governance and assurance role forming the second line of defence within the PMO. The role is accountable for establishing, governing, and continuously improving quality assurance frameworks across multidisciplinary energy EPC projects, spanning vendor fabrication, construction execution, and subcontractor delivery. This position is independent of project delivery teams, focused on assurance, compliance, early risk visibility, and systemic improvement — not day-to-day inspection.

The role is to prevent quality failures before they become cost, schedule, or reputational failures. The role is to ensure that quality is a commercial risk lever, not a paperwork exercise

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The minimum requirements listed below are representative of the knowledge, skill, and/or ability required:

• NQF Level 7/8 (BEng/BTech) in Engineering or a related technical discipline.
• 10–12 years’ experience in quality assurance within EPC project environments, preferably in the energy sector.
• Strong exposure to fabrication and construction quality assurance across multidisciplinary scopes.
• Deep working knowledge of ISO 9001 and energy-sector quality standards.
• Proven experience operating within FIDIC and/or NEC contract frameworks.
• Demonstrated ability to operate independently, influence senior stakeholders, and enforce governance without line authority.

• ECSA professional registration (PrEng / PrTech).
• Exposure to Six Sigma, TQM, or similar methodologies.
• Experience on large-scale renewable, power generation, or heavy industrial projects.

Quality Governance & Assurance:

• Establish and maintain a portfolio-wide QA governance framework aligned to energy-sector EPC execution.
• Act as the second line of defence, providing independent assurance on project quality planning, execution, and compliance.
• Define minimum QA standards, controls, and expectations applicable across all projects.

Fabrication & Supplier Quality Assurance: Govern supplier and subcontractor quality across the full fabrication lifecycle, including:

• Vendor qualification and audits
• Quality agreements and inspection regimes
• ITP and QCP governance
• FATs, hold points, and release controls
• Interface closely with Procurement, Expediting, and Contracts to ensure quality risk is addressed contractually and operationally.

• Provide governance oversight across multidisciplinary construction scopes (civil, structural, mechanical, piping, E&I).
• Ensure subcontractor QA systems, site controls, and inspection practices align with approved QCPs and contractual requirements.
• Lead independent project quality reviews and site readiness assessments.

• Govern compliance with applicable energy-sector quality standards, including ISO 9001 and relevant industry codes and specifications.
• Ensure alignment between quality requirements and FIDIC / NEC contractual obligations.
• Support defensible quality records for claims, NCR resolution, dispute avoidance, and close-out.

• Govern quality systems, registers, and workflows, including:
• CQP, QCP and ITP governance
• NCR management and trend analysis
• Inspection, test, and verification records
• Handover dossiers and databooks
• Analyse quality data to identify systemic risks, recurring failures, and improvement opportunities.
• Report quality performance, trends, and risks to PMO and executive leadership.

• Provide functional leadership to QA Leads and site QA/QC inspectors across the portfolio.
• Set minimum competency requirements and mentor senior QA practitioners.
• Drive continuous improvement initiatives informed by lessons learned, audit findings, and project outcomes.
