Job Description
ECS is seeking a Director to work in our Chantilly, VA office.
The Director of ECS’ Radar Physics Lab oratory (RPL) will be responsible for leading the lab’s research and development efforts, providing strategic direction, and overseeing the management of programs, resources and facilities. The RPL Director will manage Profit and Loss (P&L), delegate organizational and program budgets, and be the face of the department within ECS’ Defense, Intel and Health Business Unit.
The successful candidate will have a strong background in engineering management, federal and commercial program management, leadership skills, and a proven track record of advancing new technologies.
Provide strategic direction and vision for the Radar Physics Lab that aligns with the ECS Federal corporate mission
Manage and grow RPL as an independent Profit and Loss (P&L) center within ECS’ Defense, Intel and Health Business Unit
Lead a team of program managers, principle and senior-level engineers, production and quality managers developing, fielding and supporting Radar and Flight Termination System equipment
Identify, pursue, and capture new business opportunities and funding sources
Oversee and direct priorities on multiple projects and programs; develop and direct project budgets; ensure program performance meets customer schedules
Direct operations within the RPL department and ensure compliance with program requirements, the QMS, as well as regulatory, safety, and industrial security standards
Represent RPL at conferences, workshops, and industry events
Collaborate with external partners, including government agencies and industry to create strategic partnerships as needed to win new work
Stay current with advancements in radar physics and engineering and maintain continuous engagement with RPL management and engineers to ensure RPL leads the industry state-of-the-art.
Manage resources, including personnel, budget, and facilities.
Bachelor’s Degree in Engineering (Electrical, Mechanical, Systems, etc.), Science or another related STEM field
15 years of experience managing P &L for an engineering and manufacturing department and experience managing production programs under contract to the DoD/DoW and/or Intelligence communities, with focus on large-scale electronic systems
Proven ability to capture federal and commercial business and lead large scale marketing and proposal efforts that result in contract awards aligning with strategic business goals
Demonstrated experience leading cross-functional teams of engineers and technicians to develop new technologies into deliverable products and rapidly scaling products from prototype to full rate production
Extensive knowledge of best practices for maximizing engineering and manufacturing workflow efficiencies
Experience managing an organization within an ISO-9001 or AS9100 certified Quality Management System
Excellent communication and interpersonal skills
Ability to work in a fast-paced environment managing and directing priorities on multiple, disparate production programs and contracts of widely variable scale and at different phases of development
Domestic travel and occasional international travel to lead capture and marketing efforts, attend program milestone reviews and corporate management meetings
Active US Government Secret clearance with a ability to upgrade to a higher level if needed
Advanced degree in Engineering, Science or related STEM field, Engineering Management, or Business Administration (MBA)
Experience with supply chain management, including supplier development and risk mitigation.
PMP certification
Experience with radar systems engineering, production and operations
Detailed knowledge of techniques, suppliers, and technology trends related to Radar Cross Section measurement systems, Flight Termination Systems, and RF & Microwave frequency electronics
US Government Top Secret clearance w/ SCI eligibility
