Assistant Supervisor, Water Distribution (Willard)

Under limited supervision of the Supervisor, Water Distribution, supervises and directs the daily activities of multiple crews engaged in the operation, location, installation, maintenance, and repair of the water distribution system and associated facilities. Monitors and inspects water quality, pressure and flow problems throughout the water distribution system. Performs related administrative and customer service tasks. Assists the Supervisor, Water Distribution with special distribution projects and assignments.
Responsibilities- Supervises and directs the daily activities of multiple crews by scheduling, assigning, and overseeing work activities.
- Reviews work in progress and coordinates resource requirements.
- Works closely with construction project superintendents.
- Coordinates restoration of pavement, curb and gutter, sidewalk, grass planted areas, trees and fences with Authority Contractors.
- Ensures training and development of personnel.
- Provides workers with a safe working environment, conducts safety meetings, and implements safety procedures.
- Oversees maintenance and cleaning of building, grounds, work areas, tools, equipment and vehicles.
- Schedules crews on an annual basis for water main flushing and on alternate shifts as needed.
- Co‑ordinates maintenance tasks with other departments and Authority personnel.
- Co‑ordinates construction equipment and vehicle maintenance with the fleet services group.
- Prepares and maintains as‑built records of fire hydrants, water mains, services, valves, curb, and meter boxes.
- Responds to emergency calls during and after working hours.
- Takes and schedules water samples, conducts hydraulic flow tests, leak surveys, and installs pressure monitoring equipment.
- Investigates customer inquiries, complaints and concerns.
- Prepares and maintains timesheets, records, requisitions, reports and other paperwork.
- Attends pre‑construction meetings with contractors, developers, and agencies for road improvements, utility relocations, service connections, and other concerns.
- Assists in preparation of the annual department budget.
- Conducts employee evaluations, interviews for staff vacancies, and other personnel activities.
- Maintains inventory quantities for system maintenance.
- Attends seminars and meetings related to industry products, demonstrations and safety.
- Performs other duties as assigned or required.
- Graduation from high school or GED with a minimum of six years progressively responsible experience, including three years in a leadership capacity, in the operation, installation, maintenance, and repair of water distribution system and related pumping, treatment, wells, and storage facilities, and completion of an approved short course in water distribution, or equivalent combination.
- Must pass a controlled substance test; position subject to random testing after hire.
- Considerable knowledge of methods, materials, tools, and equipment used in the operation, installation, maintenance, and repair of a water distribution system and related facilities.
- Strong communication skills to establish and maintain relationships with co‑workers, supervisors, and the public.
- Ability to schedule and supervise multiple crews.
- Ability to perform mechanical tasks such as locating system facilities, conducting leakage surveys, preparing and maintaining records and reports, reading engineering drawings, and measuring materials.
- Good oral and written communication skills.
- Basic computer and SAP work order management system knowledge.
- Knowledge of hydraulics and its application to water distribution systems.
- Knowledge of applicable safety regulations, procedures, and practices.
- Knowledge of Virginia Department of Transportation requirements relative to working in highway rights of way.
- Valid driver’s license and good driving record.
- Valid Intermediate Work Zone Safety Training card.
- Availability to work at any Authority facility, location in the water distribution system, and outside principal hours.
- Availability to work evenings/overnight for water main flushing.
- Ability to work overtime at any location, hour, or day of the week.
- Ability to perform heavy physical tasks and work in all climatic conditions.
Annual Salary: $70,955.87 - $
