position summaryunder limited supervision, provide direction, engineering, construction knowledge and technical support. Develop and supervise section-specific programs, e.g., facility upgrade projects, demolition construction projects, pump start‑up testing, pumping improvements, system rehabilitation, wastewater specialty inspections, etc. Monitor and supervise daily contractor crew operations and report on daily activities.
essential functions- provides direction, engineering, construction knowledge, and technical support with the development, organization, and execution of wastewater system operations and improvements.
- provides technical assistance to contractors, work crews, etc. With the installation and maintenance of the wastewater treatment facility.
- locate valves, mains, services, leaks, etc., in the field using technical plans and electronic/mechanical detection equipment to assist contractors, cws crews, engineering services, locating services, etc.
- obtain data for organizing, processing, and updating as‑built plans, operations and maintenance manuals, maps, record databases, project files, extensions, etc., from available sources, i.e. Records, field and office investigation, historical plans, contractor plans, other utility companies, etc.
- investigates and prepares cost estimates, contracts and utility agreements for feasibility studies, construction projects, system improvement projects, etc.
- analyze system problems derived from flow tests, inspection reports, etc. And produce appropriate solutions.
- schedules, manages, and inspects construction projects to ensure construction is executed properly, safety practices are followed, and specifications are met.
- originates, maintains, and completes all project files and associated paperwork through project completion.
- prepares departmental annual and periodic reports, projection reports, feasibility studies, standard operating instructions (soi’s), procedural activities, etc.
- performs, evaluates, and composes technical reports on pilot studies to implement new procedures in the department.
- review as-built drawings from contractors for operational completeness.
- analyzes detailed technical reports.
- may be required to work during emergency conditions.
- regular attendance is required.
- job performance must conform to all cws policies and procedures.
- specific knowledge of cws environmental management system policy and procedures.
- become proficient with autodesk software to update and implement tracking of as-builts for the wastewater treatment facility.
- performs engineering calculations to analyze existing and proposed wastewater treatment processes, to locate and solve existing deficiencies, and for the design of pipe works and process improvements.
- must be willing to gain experience in contract management.
- must possess good oral and written communication skills.
- receive incoming work requests; assign tasks and set specific goals and deadlines.
- subject to 24‑hour on‑call.
- perform other related duties as assigned.
- ability to operate and maintain motor vehicles.
- intermittently positions self to use up to 50 lbs of torque and up to 200 ft‑lbs of torque occasionally to operate valve, equipment, etc.
- intermittently positions self to maneuver objects weighing up to 30 lbs and occasionally weighing up to 60 lbs. Objects greater than 50 lbs require a two‑person operation.
- constantly works in internal / external environmental conditions. Subject to atmospheric conditions that affect the respiratory system or skin: fumes, odors, dusts, gases, etc. Personnel protective equipment required.
