UNIV-Administrative Manager I - PSYCH NCVC

We are seeking an Administrative Manager I to oversee the administrative and business management activities for the National Crime Victims Research and Treatment Center (NCVRTC) and the APA-approved Charleston Consortium Internship Program, which is a university-wide program. This position reports to the Administrative Manager II and focuses on the clinical and educational missions within the division, department, and institution.

Job Duties
  • 30% – FINANCIAL MANAGEMENT
    • Develop and manage division budget while ensuring compliance with regulatory guidelines.
    • Use Our Day system to drive reports for all financial activities, including the research mission.
    • Establish budgets, process non‑research personnel transactions, and oversee all non‑research related transactions.
    • Reconcile state financial records each month; present Budget to Actual variance and accruals monthly; report issues timely.
    • Run Foundation reports monthly for balances and donations; ensure timely receipt of all invoices (AR) and oversee non‑research contracts within NCVRTC.
    • Manage the $15 million budget for grants annually and $4 million in non‑restricted funds annually with 18 faculty members and ~60 staff.
    • Serve as P‑Card liaison and for 11 purchasers covering state, federal, UMA and unrestricted dollars.
    • Manage payroll totaling more than $5.5 million.
    • Coordinate between NCVRTC, Psych Administration, and the College of Medicine, ensuring a strong understanding of all revenue streams and expenses per Funds Flow plan. Prepare, implement, and manage divisional Funds Flow plans for budgetary compliance.
  • 20% – HUMAN RESOURCES
    • Prepare and coordinate all personnel actions (posting vacant positions, hiring, position descriptions).
    • Coordinate annual personnel evaluation process, meeting all institutional deadlines.
    • Oversee submission of leave slips and ensure leaves are recorded appropriately.
    • Oversee time‑keeping for NCVC and provide internal orientation to all new employees.
    • Coordinate security access for Our Day and ensure updates in accordance with the COM process.
    • Oversee personnel effort and funding for faculty, staff, research grant faculty, interns, post‑docs, and temporary employees in NCVRTC.
  • 20% – ACCOUNTING
    • Monitor and resolve cash deficits and track commitments to the Division to ensure knowledge of operational spending versus discretionary spending.
    • Manage distribution of contracts and agreements (SOWs or Professional Service Agreements) to working parties; invoice and follow up to ensure collection of revenue.
    • Develop and distribute ~50 Unrestricted FDM reports to faculty in NCVRTC; devise solutions and implement them, notifying leadership of important issues.
    • Develop strategies to ensure faculty and staff salaries are appropriately encumbered; analyze faculty salary support from divisional sources.
    • Collaborate with Grants Administrators to resolve cost over‑runs, variances, and provide regular financial reports to principal investigators and Division Administrator.
    • Maintain all incoming payments; prepare ACH Wire and Check Deposit forms to ensure funds hit correct accounts; claim unclaimed cash; communicate with sponsors to secure documentation.
    • Ensure compliance with federal, state, and institutional policies and award‑specific regulations.
    • Provide analytical financial reporting for departmental leadership to facilitate executive decisions.
    • Anticipate problems and implement proactive measures to prevent issues.
    • Provide monthly summaries and detailed financial reports to Division Director, Admin Manager II, and department as required; review payroll reports for consistency with individual effort and funding.
