Job Description
Summary: This position works closely with the CTO clinical operation and regulatory units and other University offices such as the Office of Research Sponsored Programs (ORSP). This person is responsible for pre-award research grant activities (both federal and non-federal) for trials managed within the HCC CTO and oversee the submission and execution of contracts within Cayuse, development and negotiation of study budget, and overall study award maintenance as new study amendments occur.
Responsibilities- Budget Development (35%) Oversee the budget process for all new trials conducted through the HCC Clinical Trials Office (CTO). Works closely with approved third party entity to receive the prospective reimbursement analysis (PRA) information. Utilize PRA information to develop the study calendar and budget. Works with MUSC Principal Investigator (PI), CTO, and MUSC ancillary services to ensure all costs associated with the trials are incorporated into the study budgets.
Review complex research protocols to extract information that translates to budget items. Review information from the HCC Resource Allocation and Feasibility Team (RAFT) and work with study coordinators to identify financial feasibility issues. Develop working relationship with HCC PIs for reviewing PRA and study budget/contract content and obtaining PI approvals. Negotiate budget contracts with sponsors when costs are not fully covered and determine financial viability.
Develop complex budgets ensuring all personnel costs, patient care services, indirect costs (IDCs), start-up costs, and CTO services are budgeted per the approved fee schedule. Ensure study contracts, budgets, and study calendars align with PRA for billing compliance. Track budget review and negotiation milestones and keep stakeholders informed. Ensure proper filing and organization of budget documents per CTO policies. - Study Calendar Development (35%) Maintain working knowledge of how calendars affect billing compliance and how study procedures translate from protocol and PRA into the calendar. Use coverage analysis documents to build electronic study calendars. Translate initial study documents into (SPARCRequest) calendar structure, add correct CPT coded services, and record payer determinations and protocol notes in the calendar. Ensure appropriate service requests are submitted and notify designated service providers of calendar builds for initial study reviews.
- Contract Management (20%) Collaborate with ORSP to adhere to University policies and procedures for research contract review. May work with MUSC legal for service agreements. Use Cayuse to create and submit new studies and contract amendments. Develop internal budgets per MUSC policy and ensure alignment with PRA and negotiated sponsor budgets. Track contract review status and ensure timely submission and processing to promote study activation.
Report contract milestones in the CTMS and keep stakeholders informed. File and organize contract documents per CTO policies. - Continuing Education, Reporting and Additional Duties (10%) Participate in CTO pending projects and meetings. Attend DFG meetings as needed to provide updates to DFG investigators. Participate in CTO staff meetings, OCR meetings, and other continuing education activities. May participate in special projects or work groups to support process improvement or strategic planning.
A high school diploma and three years professional experience in a related area such as accounting, auditing, finance or commercial lending. A bachelor's degree with multiple accounting courses may be substituted for two years of the required work experience.
