Procurement Specialist – Senior – Environmental Protection
Join the State of West Virginia to serve in the Division of Environmental Protection, Division of Land Restoration. This exempt position reports to the Procurement Supervisor.
Job OverviewAdvanced‑level purchasing of goods and services for environmental reclamation, design, construction, emergency contracts, and change orders. Coordinate with DLR offices and agencies, manage bid processes through WV OASIS, maintain procurement tracking systems, and serve as lead worker for procurement staff.
Responsibilities- Serve as point of contact for the Office of Abandoned Mines Lands, Office of Environmental Remediation, Office of Special Reclamation, and Landfill Closure Assistance Program.
- Ensure procurement of reclamation, design, and construction projects aligns with rules and laws.
- Prepare, review, and process bid documents, addendums, tabulations, award memos, and necessary forms for bid award.
- Issue purchase orders to the lowest responsible bidder; lead change‑order reviews and submissions.
- Write and review specifications for projects, ensuring completeness before entry into WV OASIS.
- Oversee statewide procurement compliance for DLR purchases.
- Travel state‑wide for pre‑bid meetings, emergency procurements, committee meetings, and vendor outreach.
- Chair or co‑chair Expressions of Interest evaluation committees.
- Maintain procurement tracking system, monitor contract expirations, renewals, and closeouts.
- Enter contract information into WV OASIS; act as lead worker for procurement staff.
- Review PCard transactions, approve payments, and correct errors.
- Audit invoices against contracts, ensuring compliance with pricing and specifications.
- Educate and train DLR staff on state code, purchasing rules, and procedures.
- Conduct market research on vendors, specifications, pricing, and product capabilities.
- Develop SOPs, checklists, and job aids to streamline the procurement workflow.
- Coordinate with the Office of Surface Mining and AML budget staff on funds and grant utilization.
- Ensure grant funds are correctly applied and monitored.
- Effective communication with public, supervisors, colleagues, and staff.
- Willingness to travel to regional offices, pre‑bids, and EOI events.
- Regular attendance required.
- Subject to motor vehicle record check on hire and annually.
- Complete internet‑based profile assessment during application.
- File Statement of Employment and Financial Interest annually if applicable to SMRCA.
- Education:
Bachelor’s degree from a regionally accredited college or university; or equivalent experience substitute (one year of experience for 30 credit hours). - Experience:
Three years of purchasing experience in a centralized function for private industry or government; or Master’s degree may substitute (one year for 15 credit hours and no more than two years). - Strong understanding of procurement rules, bidding, and contract administration.
- Proficiency with WV OASIS procurement system.
- Ability to read and write English clearly and concisely.
- Valid driver’s license and reliable travel ability.
