Role OverviewJob titled Engineer Trainee — either Engineer Associate or Engineer. One position will be filled with either title. Responsibilities- Perform technical and administrative reviews of National Pollutant Discharge Elimination System (NPDES) stormwater construction permit applications to ensure compliance with best engineering practices and applicable state and federal regulations.
- Conduct administrative and technical reviews of individual WV/NPDES stormwater construction permit applications and draft permits for issuance.
- Interpret and apply federal and state environmental regulations related to stormwater discharges from construction activities.
- Perform engineering audits by comparing approved design plans with field conditions and evaluate effectiveness after construction.
- Review engineering plans and provide recommendations for improvements to stormwater protection measures associated with reclamation projects.
- Recommend pollution prevention or discharge elimination methods and calculate drainage volumes to determine appropriate stormwater control structures.
- Bachelor’s degree in any engineering curriculum.
- Satisfactory completion of the fundamentals of engineering (FE) examination OR a current, in‑good‑standing certification in good standing as an Engineer Intern issued by the West Virginia State Board of Registration for Professional Engineers.
- Preference given to applicants with experience working with NPDES permits, erosion and sediment control plans, and coordination with the U.S. Army Corps of Engineers.
- Regular attendance is essential.
- Applicants will be required to complete an internet‑based profile assessment to compare thinking, reasoning, behavioral traits, and occupational interests.
- Subject to a Motor Vehicle Record (MVR) search prior to hiring and annually thereafter.
- All new employees involved with specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file a Statement of Employment and Financial Interest (OSM 23) prior to final appointment and annually thereafter.
