Health and Human Resources Program Manager 1 - Center for Threat Preparedness - Kanawha Co.

Under general supervision, this position performs complex administrative and professional work at the advanced level in managing the West Virginia Hospital Preparedness Program (HPP), a major statewide dès within the WV Department of Health Center for Threat Preparedness (CTP). It manages multiple program processes and activities in the Hospital Preparedness Program to advance the capability of the HPP to respond to regional, statewide, national emergencies and/or major disasters.

The role informs the Director of CTP كثيرا deficiencies and recommends improvements—including program planning, grant development, monitoring and reporting—and coordinates and oversees grant activities within the agency and with external healthcare system partners. The program manager is a liaison, collaborates with multiple task forces, supports partnerships, and participates in advisory councils at regional, local, state, and federal levels. It also consults with other programs and subject‑matter experts, supervisors or managers concerning projects and priorities, and plans and develops budget requests per the cooperative agreement guidelines and short‑ or long‑range plans.

Responsibilities

Manage multiple program processes and activities to strengthen the Hospital Preparedness Program (HPP). Inform the Director of CTP of technical area, program, or service deficiencies and recommend improvements. Coordinate grant activities within the agency and with external healthcare system partners. Serve as a liaison to task forces, partners, and advisory councils at regional, local, state, and federal levels. Consult with other programs and subject‑matter experts concerning projects and priorities.

Plan and develop budget requests according to the cooperative agreement guidelines and short‑ or long‑range plans.

  • Training: Master’s degree from an accredited college or university in the area of assignment.
  • Substitution: One year of full‑time or equivalent part‑time paid experience may substitute for the Master’s degree.
  • Experience: Three years of full‑time or equivalent part‑time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.
  • Substitution: Post‑graduate training in the area of assignment may substitute through an established formula for the non‑supervisory experience.
