Nature of Work

Under general direction the full-time Compliance Officer provides overall maintenance of the compliance program management which encompasses the establishment of laws, rules, and regulations pertaining to the operations of the division and the enforcement of these policies. Strong problem‑solving, communication, and critical thinking skills are needed for this role.

Examples of Work
  • Provide guidance to the division director in the formulation and implementation of compliance programs.
  • Assist with drafting and/or amending laws, rules, and regulations regarding division programs.
  • Justify, before the legislature, and submit submissions regarding divisional policy change requiring legislative approval.
  • Handle administrative state laws, federal contracts, and emergency programs as required.
  • Utilize USA Plants, LIMS, and USA Food Safety computer programs; perform data entry concerning product label claims when samples of product are received for analyses.
  • Perform data entry of laboratory analyses and generate product dispositions to ensure compliance with programs under the control of the division, assigning an operational status to the manufacturer or distributor of regulated product.
  • Select and prepare summaries of cases requiring review by the division director and/or the Commissioner.
  • Participate in hearings and other civil cases at the Department level, presenting policies related to individual cases and arriving at dispositions and penalty assessments as appropriate. Prepare formal reports for dissemination.
  • Participate in conferences, conventions, and all other community programs designed to coordinate the agency’s goals and activities with those of other organizations.
  • Prepare annual reports, work plans, and similar documents pertaining to programs for submission to the division director.
  • Other duties as assigned.
Working Conditions

Ability to sit, stand, and/or walk for extended periods; frequently bend, squat, reach above shoulder level, push, pull, and lift up to 50 pounds. Possible work in disaster areas such as floods or fires; extreme weather conditions including heat, cold, rain, and snow. Work may be performed in facilities regulated by the WVDA-READ.

  • Knowledge of laws, rules and regulations pertinent to the work of the agency.
  • Knowledge and abilities in business matters and public administration.
  • Knowledge and abilities in the area of social science to include economics, employment, industrial relations, housing, and community relations.
  • Ability to interpret laws and regulations for others.
  • Ability to deal effectively with complaints, employers, community groups, and the general public.
  • Ability in effective public speaking.
  • Ability to exercise good judgement in appraising situations and making good decisions.
Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree in a field directly related to the assignment, such as business, criminal justice, agriculture, biology, or environmental science.

Experience:

Two years of full‑time paid employment in agricultural inspections and related compliance issues.

Additional Requirements
  • Valid driver’s license is required.
  • Satisfactory completion of pre‑employment drug testing.
  • Satisfactory completion of pre‑employment law enforcement background investigation, including DMV records.
  • Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
