Position summary:
The Transportation Human Resources Specialist Senior will serve in the Careers Section of the Human Resources Division. Performs advanced level professional personnel work at the division level within the Department of Transportation requiring analysis, interpretation, and application of policies, procedures, laws, rules, and regulations specific to the operation of statewide human resources functions. Requires a high degree of technical knowledge and analytical skill and the ability to organize complex work in a project or team setting where accountability is assigned for meeting timetables for major projects in the functional area.
The work involves the completion of more difficult, sensitive, or controversial assignments in the functional area. Performs under limited supervision and is granted wide latitude for independent action. Performs related work as required.

- Trains subordinate and newly appointed specialists in all aspects of successful completion of work assignments.
- Acts as team leader in successful completion of projects.
- Leads job analysis projects for a variety of occupations; develops questionnaires and procedures for conducting desk audits, interviews, and data collection techniques; writes or directs the writing of reports or class specifications; recommends major staffing patterns in user agencies.
- Leads others with difficult and/or complex financial work in general accounting and payroll; creates and interprets varied reports, computer generated materials and related data.
- Advises agencies on federal and state regulations and local provisions regarding salary and benefit issues.
- Advises agencies and develops instructions regarding procedures and methods involved in processing payroll; interpret and explain rules and regulations involving payroll.
- Maintains and oversees the human resources/payroll system, identifies program changes, prepares source documents, and monitors the coding of information.
- Approves annual and sick leave accrual changes when necessary in the human resources/payroll system.
- Develops or oversees the development of a variety of examinations; directs appropriate research and the writing of test items and the conducting of validation studies.
- Develops or oversees the development of training and experience rating devices; directs the evaluation of applicant training and experience to determine if minimum requirements are met; resolves more difficult ratings and applicant complaints.
