* Coordinates programs and initiatives associated with the CMEMO. Assists in developing an effective emergency management program and serves as a leader in preparing, developing, planning, coordinating, reviewing, and updating various aspects of CMEMO’s emergency management program, including plans, policies, procedures, and training. The position serves in key roles within the Charlotte-Mecklenburg Emergency Operations Center. The position plays a significant role as CMEMO’s representative with the seven local governments of Mecklenburg County.
* Works closely with other CMEMO staff and coordinates with local, state, federal organizations, and private stakeholders relating to their involvement and participation in all phases of emergency management. The position ensures all partnering agency personnel have proper training and tools to perform their duties efficiently and effectively in conjunction with CMEMO. Coordinators are expected to participate in professional development in support CMEMO’s mission.
* Designs, coordinates, documents, guides, and facilitates various exercise scenarios including Table-Top Exercises (TTX’s), Functional and Full-Scale exercises with CMEMO’s partners including Hot-Washes, After-Action Reports (AAR’s) and Improvement Plan (IP) process following the FEMA Homeland Security Exercise Evaluation Program (HSEEP) guidelines. Conducts and participates in required emergency response training and exercises related to CMEMO’s mission. Develops, documents, coordinates, and implements comprehensive and cohesive emergency management plans in compliance with applicable local, state, and federal standards.
* This position is subject to non-traditional work hours and is expected to be on-call on a rotating schedule. Additionally, this position is expected to maintain constant communication unless approved by the chain of command with the other members of CMEMO’s staff.
* Assists CMEMO’s Division Chief, Branch Managers, and Charlotte Fire Department Command Staff with administrative responsibilities.
* Assists in the development grant applications, resource requirements, and purchasing.
* This position supports the Fixed Nuclear Facility (FNF) and Radiological Emergency Preparedness (REP) program initiatives and radiological equipment caches.
* Conducts training in assigned areas of emergency management to include both natural and technological hazards with partner agencies at the local, state, and federal levels.
* Acts as liaison for local government to the local, state, and federal government on disaster regulations and mandates including the Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101, Continuity Guidance Circular (CGC) 1 and 2, Principles of Hazard Mitigation Planning, Robert T. Stafford Act, the Emergency Planning and Community Right-to-Know Act (EPCRA) and North Carolina General Statute 166A.
* Leads and coordinates as assigned various task forces and working groups associated with CMEMO’s emergency management program.
* Works closely with CMEMO’s partners to develop, maintain, and exercise CMEMO’s emergency management plans.
* Performs other emergency management program activities as directed by CMEMO’s Division Chief and Charlotte Fire Department Command Staff.
** Required Knowledge, Skills, and Abilities**:
* Considerable knowledge of the resources available for emergency management plans and programs.
* Ability to communicate effectively both verbally and in writing. Demonstrated ability to speak in a public setting delivering information on emergency management plans, programs and initiatives.
* Ability to establish and maintain effective working relationships with public and private agencies and government officials.
* Demonstrated proficiency with all Microsoft Office programs, Everbridge Notifications and WebEOC applications.
* Essential and marginal functions may require maintaining physical conditions necessary for sitting, standing, climbing, or walking for extended periods of time.
