Position Overview

JSI invites you to join our team as an Environmental Specialist II on our Engineering and Design Team
. The role is available in Charlotte NC
, Wills Point TX
, Nephi UT
, and Lubbock TX
, with hybrid potential for qualified candidates. You will play a critical role in advancing broadband and telecommunications initiatives that expand connectivity and drive digital inclusion while advancing your career within a mission‑driven, growth‑focused organization.

Responsibilities
  • Research environmental components during review to determine concerns and required actions.
  • Work with federal and state agencies to obtain environmental permitting clearance for construction.
  • Support development of state and local land use and environmental permitting efforts, including conditional/special use permits and certificates of environmental compatibility.
  • Coordinate survey efforts between third‑party consultants and federal agencies as required.
  • Provide project compliance or fieldwork support, budget and milestone coordination, and proposal or scope‑of‑work development support.
Qualifications
  • Bachelor’s degree in biology or related sciences, OR 30 credit hours in Biology combined with relevant field experience.
  • 5 to 10 years of demonstrated environmental agency permitting experience.
  • Knowledge working with federal agencies such as USACE, FERC, BLM, USFS, and USFWS, and other state/local agencies.
  • Understanding of NEPA, Section 106, Section 7 of the Endangered Species Act, and state archaeological agencies.
  • Skill with Google Earth, QGIS, Excel, and Word.
  • Ability to write letters to agencies, draft reports on endangered species, and negotiate avoidance and mitigation methods.
  • Strong communication skills and ability to resolve conflicts professionally.
