Overview
The City's Street Maintenance Inspector performs technical work inspecting and ensuring the quality of work and compliance with local and state requirements with contractors working on City streets and within the City’s right-of-way. The position conducts field inspections for Erosion and Sediment (E&S) and stormwater compliance. Work is performed under the supervision of the E&S Program Manager.
As of March 28, 2024, this position is part of the Labor and Trades bargaining unit. Starting pay for this position is based on applicable education, experience, and internal equity.
The hiring amount for this position is between $23.42 - $28.78 an hour ($48,713.60 - $59,862.40 annually). This is a full-time, non-exempt position which provides benefits including 13 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City retirement options, gym membership reimbursement, and continuing education/training opportunities.

- Inspects commercial and residential construction sites for private and public development for compliance with Erosion and Sediment Control (ESC) plans, Stormwater Management (SWM) plans, and Stormwater Pollution Prevention Plans (SWPPP), including new and existing stormwater facilities.
- Inspects methods and materials used in the construction of the City’s streets, sidewalks, gutters, storm drains, catch basins, driveways, approaches, culverts, etc.
- Examines construction methods and materials to ensure compliance with applicable codes and regulations.
- Assists in conducting routine inspections on an annual basis of stormwater BMPs to ensure proper function.
- Attends pre-construction meetings for E&S and SWM and progress meetings, as needed.
- Provides technical support or information to contractors, developers and owners of construction projects, both public and private.
- Participates in trainings and conferences to stay up to date on regulations and compliance strategies and to maintain required certifications.
- May determine effectiveness of plans and review findings with engineering staff as needed.
- Ensures all projects comply with ESC standards and specifications and with ESC and SWM laws and regulations.
- Inspects subgrades, formwork, reinforcing, placement and finishing of various concrete applications (curbs, sidewalks, stairs, ADA ramps, etc.) in accordance with City and VDOT specifications and standards.
- Inspects soils regarding removal of unsuitable materials, placement and compaction of fill material and preparation of subbase and base materials for work within the ROW in accordance with City and VDOT standards.
- Prepares inspection reports and notifies contractors and/or supervisor of findings, deviations or errors and advises on corrective action.
- Keeps daily progress records and prepares reports.
- Follows up on reports of contractor damage to public and private property and ensures repairs are satisfactorily completed.
- Ensures proper control measures are taken by contractors and responds to emails and complaints regarding measures on construction sites. Ensures proper public notifications of such work.
- Communicates effectively with the public and contractors.
- May confirm qualifications of contractor personnel as needed.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
- Regular and reliable attendance; may be called back to work in emergencies or as needed.
