Overview
The Department of Neighborhood Development Services is seeking qualified candidates for the position of Property Maintenance & Housing Inspector who will be primarily responsible for inspections in UVA Off – Grounds Student Housing areas: 10th & Page, Barracks Road, Fifeville, Fry's Spring, JPA, Lewis Mountain, Starr Hill, and Venable. The role enforces the Virginia Uniform Statewide Building Code and applicable Charlottesville City Code requirements.
It also enforces the Virginia Maintenance Code as a Property Maintenance & Housing Inspector of existing properties and buildings. Reports to the Property Maintenance Code Official.
The preferred hiring range is $23.65 - $26.77 per hour ($49,192.00 - $55,681.60 annually). Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt position which provides benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, retirement options, gym membership reimbursement, tuition reimbursement, and continuing education/training opportunities.

- Perform field inspections of buildings and structures.
- Make reports and keep records regarding inspections.
- Work with property owners to resolve complaints and code violations.
- Write letters of code compliance or noncompliance, warrants, and notices of violations when compliance is not achieved.
- Investigate complaints of sub-standard and hazardous conditions in existing buildings and properties.
- Perform after-hours investigation of buildings where fires and structural failures have occurred as needed.
- Answer questions from citizens, contractors and builders regarding enforcement and/or future changes to the building code ordinance.
- Testify in court on code violation cases.
- Assist in the coordination and dissemination of information with interdepartmental or intergovernmental implications.
- Conduct minimum code inspections as required.
- Perform related tasks as required.
- High school diploma or GED required.
- Minimum of 3 years of experience in the building construction trades and/or building inspections OR any combination of education and experience that would confer equivalent knowledge and ability.
- Possession of a valid driver s permit issued by the Commonwealth of Virginia.
- Certification per Virginia Uniform Statewide Building Code (Virginia Certification Standards) within 18 months of hire.
Knowledge of building construction materials and methods; ability to detect poor workmanship, inferior materials, and hazards of fire and collapse; knowledge of Virginia building codes and related laws and ordinances; interpersonal communication skills; ability to establish satisfactory working relationships; firmness and tact in enforcing building ordinances and codes. Typical tasks require knowledge of building construction, housing inspections, electrical, elevators, fire protection, mechanical, plumbing, and/or property maintenance.
The role involves a combination of on-site inspections and an office environment with the ability to climb, crawl, and access various areas within or around buildings and properties, during emergencies and in all weather conditions. Work may include exposure to inclement weather, wet or humid conditions, uneven terrain, noise, fumes, dust, pollen, animals/wildlife, and traffic.
