Role Overview

Lead a high‑performing team of 4–5 Subcontracts Administrators and Buyers. Manage the full subcontract lifecycle for the Maritime Systems & Integration and Strategic Programs operating units of the Naval and Oceanic Systems (NOS) business unit. Ensure priorities align with business objectives, maintain strong program team engagement, and communicate status to NGMS and GSC stakeholders.

Primary program:
Offshore Patrol Cutter, Stage 2 (OPC2). The Manager of Subcontracts 1 will coordinate the buying/subcontracts team to support delivery of critical materials for the cutter’s maneuvering and endurance capabilities.

Key Responsibilities
  • Leadership & Development – Mentor, coach, and assign workloads to drive timely execution of daily requirements.
  • Program Integration – Build effective relationships with functional teams; translate program needs into clear procurement actions.
  • Strategic Procurement – Design and negotiate long‑term agreements, sourcing partnerships, and continuous improvement initiatives that enhance efficiency and compliance.
  • Policy & Process – Contribute to the evolution of agile, efficient, and compliant GSC policies and procedures.
  • Compliance – Ensure compliance with all regulatory and public law requirements, including import/export regulations.
  • Contracting Expertise – Deep knowledge of DoW and non‑DoW contracting terms, conditions, compliance, and lifecycle processes.
  • Leadership & Communication – Proven ability to lead a diverse team, articulate strategies orally and in writing, and negotiate effectively.
  • Strategic Thinking – Experience in developing subcontracting strategies that align with business and program goals.
  • Stakeholder Management – Track record of engaging cross‑functional teams and communicating status to senior stakeholders.
Additional Responsibilities
  • Lead, mentor, coach, guide, motivate, challenge, train, and support team of 4–5 subcontract administrators and buyers.
  • Review/status proposal and active subcontract requirements to ensure customer compliance.
  • Develop negotiation strategies and plans.
  • Review and approve purchase order compliance.
  • Create subcontract specifications, work statements, and terms and conditions for procurement of specialized materials and equipment.
  • Support proposal activities: prepare bid packages, conduct bidder’s conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
  • Review and approve supplier agreements (Team Agreements, Long‑Term Pricing Agreements, Overriding Agreements, etc.).
  • Communicate procurement status and issues within GSC, Division, Program, and business areas.
  • Support leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functional areas.
Basic Qualifications
  • Bachelor’s degree with a minimum of 5 years of experience in program management, supply chain, procurement, and/or subcontracts; or a Master’s degree with a minimum of 3 years of experience in the same fields.
  • Experience with proposal process, pricing instructions, terms and conditions, and assessing supplier proposals.
  • Experience with multiple contracting formats (Firm Fixed Price, Cost Reimbursable, etc.) and special payment provisions (progress or performance‑based payments).
  • Work experience with U.S. Government contracting and FAR/DFARS, CAS, and DCAA audit procedures.
  • 1+ year of people‑leadership experience as a team lead or manager.
  • Must be able to obtain and maintain a Secret Clearance.
  • U.S. Citizenship.
Preferred Qualifications
  • Master’s Degree in Business, Global Supply Chain, or Project Management.
  • Experience with high‑value development subcontracts (e.g., $25M Cost Reimbursable).
  • Experience conducting oral presentations to senior leadership.
  • Internal Northrop Grumman Subcontracts experience.
