Reporting to the Deputy Minister, the Director of Pensions & Capital Management is a senior leadership position, responsible to advise, provide leadership and support to the Deputy Minister and other senior officials in the planning and delivery of provincial public sector pension plans, post-employment benefits, and the Province’s treasury management function to enable the Department to meet its mandate, operational objectives, and goals.

Responsibilities
  • Pension Plan Administration: Providing beneficiaries with timely, accurate and complete benefit calculations, and information on their benefits;
    Provide guidance and direction to staff on complex and/or contentious cases (e.g., legislation or policy interpretation challenges, pension entitlement issues, appeals, etc);
    Provide advice and support to public sector pension commissions on the governance of the pension plans;
  • Treasury Management and Financing: Oversee the Cash Management & Liquidity Program;
    Oversee the Capital Markets (short-term and long-term borrowing) Program;
    Manage the Debt Management Program including monitoring the debt servicing and financing risk of the Government of PEI;
  • Pension Investments Administrator: Maintain and invest the pension fund in accordance with the SIPP;
    Oversee and support governance of the pension investments;
    Maintain policies and documentation of all pension fund activity to ensure the appropriate degree of care and diligence is applied to all work;
  • Program and HR Management: Develop, in consultation with staff, the annual goals and objectives of each section in the division, consistent with the Department of Finance’s mandate letter and strategic plan;
    Monitor and communicate the divisional operational results in support of the overarching department strategy;
    Create a supportive environment for the development and maintenance of a well-trained highly motivated staff, including managing the volume of work through setting priorities and assigning resources as appropriate to achieve operational goals;
Requirements
  • Minimum Qualifications:

    Graduate level post secondary education in business administration, public administration or related field or a professional accounting designation;
    Extensive program or service delivery experience;
    Considerable experience in pension and/or benefit administration with knowledge of financial reporting requirements for pension plans, and principles of pension and benefit program delivery;
    Extensive leadership experience or experience supervising staff;
    Strong interpersonal skills and teamwork skills;
    Strong written and oral presentation skills;
    Able to operate within a highly regulated environment and able to motivate employees to be productive in a highly regulated setting;

    Qualifications:

    A professional finance designation, or membership in law society is an asset;
    Work independently and with self-initiative;
    Ability to function well in environment where held accountable to Minister appointed oversight committees;
