Role Purpose

As the Horizon Group continues to grow, we are seeking an experienced Project Delivery Manager to take ownership of our ANPR project portfolio. As an ANPR Project Delivery Manager, you will have end-to-end ownership of the Group's ANPR projects, ensuring each site progresses successfully from initial client instruction through surveying, technical design, project delivery and final handover.

Working closely with clients, internal operational teams and external contractors, you will be responsible for ensuring ANPR solutions are delivered safely, efficiently, on programme and to the highest technical standard.

Working from our Head Office in Chelmsford, you will report to the Head of Specialist Services. This is a Monday to Friday position, working 40 hours per week excluding a 1-hour unpaid lunch break. There will be an expectation that the successful candidate is prepared to travel UK wide, visiting clients and Horizon Group office locations.

Key Responsibilities

  • Take ownership of all ANPR projects from initial client request through to completion and handover.
  • Programme and coordinate site surveys in line with stakeholder priorities and delivery programmes.
  • Instruct and manage Topographical and Ground Penetration Surveys where required.
  • Work closely with the Technical Support Team to review ANPR capture rates delivered through new sites and understand issues and apply learnings to future schemes.
  • With the support of the Programme and Specialist Services Team produce site phasing plans for delivery of all works.
  • Upon completion of a scheme oversee the production of as-built drawings and uploading of all project documents to client portals. Produce and maintain project delivery plans, phasing plans and implementation programmes.
  • Develop and maintain ANPR installation standards, technical guidance and standard detail drawings.
  • Ensure all completed projects are fully documented with as-built drawings and uploaded to client portals.
  • Monitor project performance, identify opportunities for continuous improvement and implement lessons learned across future ANPR projects.
  • Maintain accurate project trackers and provide regular progress updates to stakeholders.
  • Ensure all ANPR projects comply with Health & Safety legislation, CDM Regulations and relevant industry standards.
  • Support the continual development of surveying standards and best practice across the ANPR portfolio.
  • Proven experience in retail construction, including the successful delivery of multiple technical or construction projects simultaneously.
  • Experience with ANPR/AIM/CCTV, parking technology or retail estate projects.
  • Experience managing multiple construction or infrastructure projects from survey through delivery.
  • Building surveying or engineering background.
  • Experience managing projects through survey, design, installation and handover.
  • Strong understanding of technical drawings and site surveys.
  • Knowledge of CDM 2015 and Health & Safety legislation.
  • Excellent communication, stakeholder management and organisational skills.
  • Full UK driving licence with willingness to travel nationwide.
  • 2–3 years post-qualified Building Surveying experience.
  • HNC/HND in Building Surveying, Engineering or similar.
  • Membership of RICS, CIOB, CABE or equivalent.
  • Competitive salary of £50,000 per annum.
  • Salary increases to £52,000 upon successful completion of Probation Period.
