Senior Engineer - Development Management

As a Senior Engineer within the Development Management team, you will play a pivotal leadership role in delivering the Essex Highways Integrated Services contract in partnership with Essex County Council. You will drive the successful delivery of developer‑funded highway infrastructure, ensuring technical robustness, legal compliance, and adoptability while supporting broader planning, growth and regeneration ambitions across the county.

• Provide line management and professional development support to a team of engineers and technicians.
• Oversee all aspects of technical assurance for new development highways, including legal and statutory compliance.
• Lead negotiations and instruct legal agreements (e.g., S38/S278) for highway adoption.
• Ensure policies, design standards, and planning obligations are rigorously upheld.
• Manage stakeholder relationships at senior levels (e.g., county council, district councils, developers).

• Degree, HNC, or equivalent high‑level qualification, or significant experience in highways.
• Proven experience in handling major and complex development schemes.
• Demonstrated project management experience.
• Demonstrable knowledge of national guidance, legislation and regulations relating to design and implementation of highway schemes, with particular expertise in the Highway Act 1980 and CDM 2015.
• Knowledge and application of Health and Safety legislation.
